When the thermostat stays half open it is called a lazy thermostat. You can test the thermostat showing it opening but Doesn’t still mean it’s not lazy

I recently bought VW mK7 2.0 TDI and I noticed one thing. The car reaches around 90 temperature in 2 3 minutes. Is that normal? And even if the temperature is like 80, when I turn off the car, the car start cooling on their own. The temperature never going over 90 but idk if it's normal thing or?
