Roads leading to the airport should be presentable and squeaky clean . Chennai’s airport being inside the city , there is only so much govt can do . Take a look at the Airport roads of Bangalore , Hyderabad , Delhi and even Mumbai ,
In hyderabad, these roads have limited range of public transport because cars became the status quo and cabs dominate the public transport there; airport shuttles aren't nearly as many as we need and they shut down a pink metro line to the airport that was very much needed. Chennai imo has the perfect airport spot- neither too close to populated spaces, nor too far from rhe city. Advantage of being a coastal city, i guess. City should be clean for ourselves first, the idea that airport ways should be presentable is tourist-pandering and classist; evidently from Hyderabad, the govt will focus on that presentability and let the rest of the city's cleanliness and well-being go to shit.

It's democracy will take time and also due to India's unique characteristics. Rome is not built in a day. However, growing around 7% GDP per year which is slower then expected next 20 years are very important for India.

Looks like finally this city is taking cleanliness seriously? I still see a lot of posters and wall graffiti. Further, arterial thoroughfares need to be 100% free of parking. I clearly see that such parking slows down traffic. Land use pattern is pretty poor as just one floor, dilapidated buildings take up much needed multi-story buildings with space for parking. Needs a lot more improvement in urban planning. And yes, get rid of the tuktuks by the way (ask the drivers to upscale to cars) or ban them in high traffic areas as they are slow moving and cause traffic bottlenecks. Finally arterial roads need to be widened. For large cities, arterial roads have to be a minimum 8 to 10 lanes with additional space for bicycling and pedestrian sidewalks. Need to take urban zoning, land use optimization, water and sanitation infrastructure and city traffic planning seriously to become a good city to live in.
As a Hyderabadi who frequents Chennai and has also recently been there, consistent tier-2 cities are wayy better than ostentatious and unsustainable tier-1. Chennai is able to keep the city as it was 50 years ago and still develop? That's a huge win for a city. PS: Chennai is also unsustainable, ostentatious and inconsistent tier-1. But credit to it for preserving its old city parts so beautifully, which you're seeing and calling tier-2.
Still a lot of work to be done. Riders without helmets, three persons on a motorcycle, motorcycles going the wrong way, men wearing lungis and no shirt riding motorcycles, traffic jams etc etc. maybe these will be corrected in the near future.
