Thanks. Better knowing what you're doing. My base L model has no damper lol. Makes it easier. The WIX charcoal filter I bought had no up flow arrows, just oriented the final flaps upwards same as the original were. Like you say probably doesn't matter.
The "UP" arrows on the Toyota filters do NOT indicate air flow. They simply indicate which side of the Toyota filter goes up. If the brand filter you buy does not say "UP" next to the arrows then any arrows on the filter should point down in the direction of the actual air flow which is the industry default. If the air flow direction was up then dirty air would be passing into the blower before going through the filter and that means dirt would be trapped inside the filter. Hello!

Lmao just replaced mine because they tried to charge $85 for mine. 2 minute fix is crazy for a $45 dollar service fee
8,200 people installed it upside down because the air flow is top to bottom!
