From my mind: There's a port just south making the capital city a trade center for the kingdom. Plus with the bridge getting fixed, there's yet another trade route, but most of it will have been from sea trade. With all that hustle and bustle going on, merchants and entertainers often know a lot more about what is happening in the world than the royals and nobles and given how all the merchants are seen to be "business only" and not very chatty about what is happening, that leaves the entertainers to be spreading info. As for who she is, I always thought of her as a well connected native of the area.
The gameplay explanation is that she's there to help the player along if they get lost since the first part can be confusing without a guide and many would give up on the game early on without any guidance. As for a story explanation, I know it's a huge stretch, but it would be fitting if she was Tiamat / Sophia in disguise helping the warriors of light along ensuring that they would start out their quest properly. She stops giving them tips once they leave the first continent area and while the npc does never disappear, you could argue ( for the sake of giving the character a spot in the story ) that this represents her leaving to the wind crystal to later on face the warriors of light in battle. We know she was the first fiend to start her rampage and was active during the start of the story, unlike Marilith / Neon who was still dormant. Or maybe the dancing lady is Marilith / Neon who was dormant because she was in Cornelia waiting for the warriors of light. The timing of the dancing lady stopping her tips also fits with Marilith's awakening. They've both seen the cycle play out over and over before so she knows where the warriors of light need to go to get their journey started. Either that or she's one of their servants. Just a thought though.

What if, and here me out, She is a Lufenian. in SoP FFO they overlook timelines and time loops. though everyone else doesn't remember the time loops the Lufenians do. that is the most logical answer i can come up with.
dancer elf spy in ff1 and sarah is lufenian or a fellow stranger, ff1 was dancer and in SOP;orgin spy/elf sarah is bard. A great clue is ELFS associated with lefenian in the OG ff1 like Astos whom the Dark elf whom you defeat to get rewarded by an ELF/lufenian a key to open a door to sarahs castle. HINT lufenians worked with warriors of light even hid the TNT they would need, damn they invented TNT wtf.
She's Panelo. Panelo Arylon. After the events of FF12 she wound up in the world FF1 by way of FF14 shenanigans. She dreamed of being a useful dancer instead of just being happy to be there. Also, time loop. Spoiler. Panelo Arylon remembers everything. The world of FF1 is stuck in a time loop. 😄😄😄JK
