- Manipur, one year after: what's the situation today? Who's to blame for failing to resolve the troubles? Can the Kuki and Meitei still live together?

Exactly one year after the start of the troubles in Manipur, we present a Kuki and a Meitei voice answering the same questions about the situation that prevails in the state. From the Meitei community we have the Editor-in-Chief of The Frontier Manipur, Dhiren A Sadokpam. From the Kuki community we have Wilson Lalam Hangshing, the General Secretary of the Kuki People’s Alliance. We put almost identical questions to them giving you, the audience, a chance to compare and contrast their answers and form your own judgement.
Rather than paraphrase and precis their answers, and the contrast and difference between them, I will leave you to hear the two interviews which are only, together, 25 minutes long. Instead I will give you the questions that were put to both Mr. Sadokpam and Mr. Hangshing. In a sense they form the spinal structure of the interview.
1) Let me start by asking exactly one year after the trouble in Manipur began how do you see the situation today?
2) There’s a perception that if you overlook the last two weeks or ten days we’ve seen a sharp decrease in the violence and a tense calm has started to prevail. Do you agree?
3) However, in the second half of April sporadic violence has broken out leading to deaths both of civilians and security officials as well as blowing up of bridges. How do you explain this?
4) One year is very long time for the sort of trouble we have experienced to continue. Who or what is to blame for failing to resolve the issue?
5) How much of the blame and responsibility lies with Biren Singh, who the Kukis have completely lost faith in?
6) How much of the responsibility and blame lies with the Central government and, specifically, Prime Minister Modi, who has failed to visit Manipur even though he has travelled to Tripura, Assam and Arunachal Pradesh?
7) Let me ask you bluntly do you believe the Kukis and Meitis can live together? Can the clock be wound back to the 1st of May 2023 or do you think that’s unlikely if not impossible?
8) Let me end up by asking what you think will be the situation on the 1st of January 2025? Will we have turned a fresh page or will we have fallen even deeper into this crisis?

I am a Naga and I have witnessed the ethnic clash of the Nagas and Kukis of the early 1990s. Let's clear few things:
1. The clashed went on for about 2/3 years. But the scale of violence, the magnitude was much smaller than the ongoing violence between the Meiteis and the Kukis.
2. The clashed of the 1990's was militancy in nature. The general public were not that militarised. In other words, burning houses and killings were mainly done by their respective underground outfits ( Be it the Kukis or the Nagas) Public were mostly confined to guarding their villages and surroundings. In the present violence, the whole society is completely militarised.
3. In the 1990's clashed, places of worship were never attacked. Religion was kept out of it.
4. In the 1990's, besides one or two incident, children, women and old people were largely spared unlike the present one. It was kind of man to man war.
5. The state govt and it's machineries were not involved in the 1990's clashed. The present one is hatched and presided over by the state govt itself.
Therefore, to compare the violence of 1990's with the violence of 2023 do not make any sense. They are totally different in every way.

Also the Kuki-Naga confirm was not state sponsored. The state didn't become a party to the conflict. Here the CM and his govt who is supposed to be the CM and govt of Kukis too have become the perpetrators. This is like asking Jews to go back to Hitler.

People aren't inherently heartless; their attitudes often develop over time. Looking back a few years, Manipur was a peaceful place. It's unfair to attribute the entire issue to one community; when people retaliate, there are reasons for blame on both sides.

During this harrowing time, many Kuki's fell victim to heinous acts of violence - killings, rapes, torture, and the desecration of sacred spaces as churches were burnt down, and homes turned to ashes. The Kuki community was forced to flee, leaving behind everything they knew and cherished, in a desperate bid for survival.
The annals of history will bear witness to the genocide inflicted upon the Kuki's, a stain that cannot be erased or forgotten. It is said that as you sow, so shall you reap, and history will judge the perpetrators of this genocide for their crimes against humanity.
Despite the passage of a year, the state-sponsored war against the Kuki minority persists, casting a shadow of fear and uncertainty. The quest for justice and peace remains elusive, with solutions seeming distant and elusive.
In this hour of remembrance, let us unite in solidarity and hope for a brighter future for the Kuki community. The call for a separate administration for the Kuki's resonates as a beacon of hope, a pathway towards coexistence as good neighbors and partners in progress.
Now, more than ever, we stand firm in our resolve - now or never, we will continue to fight for our rights and dignity until our last breath. Long live Kukiland, long live the spirit of resilience and perseverance that defines the Kuki people.
Together, let us honor the memory of the fallen, uphold the legacy of their sacrifice, and work tirelessly towards a future where peace, justice, and harmony reign supreme. To establish your character and nature, it is necessary to point out that there were always conflicts that emerged wherever you settle in India with Nagas, Paite, Karbis, Dimasas, and others communities most recently with Meetei community in Bangladesh, and in Myanmar as well. I) Responsible for environmental degradation.
II) Encroachment of reserved forests.

IV) Unnatural demographic changes.
V) Man-made increasing numbers of villages.
VI) Distort of Manipur History by some of your scholars.
VII) Policy of cleansing the community in Moreh and most dominating areas.
VIII) Renaming of places like Bir Tikendrajit Airport ✈️✈️✈️ into Lamka Airport and Thangjing hill into Thangting etc.
IX) Your community is allowed to settle illegal immigrants from Myanmar and Bangladesh etc.
X) Vandalised our Meetei community's sacred places.

Because it's totally irrelevant. It continued for only *two days* and it was due to a misunderstanding.
But on the other hand the conflict of naga and kuki lasted almost 7 years and the reason was land encroachment.
Logically looking at the current conflict, kuki naga conflict is more relevant.
The idea of Manipur belongs to Meeteis only. Proofs:-
(1) Manipuri means Meiteilon (Meitei Dialect) only.
(2) No Naga & Kuki during Republic Day celebrations or any National events.
(3) 90% of State Budget goes to Valley Meiteis only since Statehood.
(4) 99% Universities, Hospitals, Airport, etc concentrated in Meetei areas.
(5) 40/60 MLAs are Meeteis, so they make laws to suit Meiteis only.
(6) AFSPA applied only in Tribal areas which are by far peaceful than Meitei Meira Paibis & their private govt. Weapon looters!

Meitei never want to put the blame on Meitei. CM is a constitutional post. If he is not accountable for the mess in the State where he is in power, why not demand for his dismissal. Why continue paying him from tax payers money for the position he is holding?

1993 KUKI-NAGA Conflict is a misnomer term. Kuki had not fought Naga or Naga hadn't fought Kuki, rather it was NSCN - IM against Kukis as a whole. State Govt. plays the role of guardianship and restoration unlike the current situation where State govt. sided, supply, direct and aided one party. Their is no state govt but Meitei Centric Govt. That's the difference.
NSCN - IM could not and should not be a representative of the whole Nagas Community by nature and structure, and share their shameful deeds to all the Nagas community. NSCN - IM selfish interest and greed political desire cause many lives of Kukis on the context of ethnic cleansing. No Naga or Kuki Civilians on the context of Naga Vs Kuki Conflict fought each other per se.
There was rather rescue and rehabilitation movement on both sides community base on humanitarian ground by the CSO or individuals and family. In reality, NSCN-IM vs Kuki took place in 1993 and should not be termed as Naga vs Kuki 1993 conflicts. And Meitei State Government vs Kuki 2023 is a right term and is no way comparable to 1993's incident. This prevailing incident is a Civil war and an attempt to Ethnic Cleansing.
This ethnic cleansing faced and experienced by Kukis is neither the first time nor certainly be the last unless political solution is the way forward. We never know until and unless Separate Administration under Article 3 of Indian Constitution (As rightful citizens who fought for the independence of India along with Subhas Chandra Bose) is granted for the Kukis by Govt. of India as token of gratitude and deserving rights historically and politically, for their dignity, prosperity and liberty of life, the future for the Kukis is even sad to think and ponder about as a citizen of India.
The only possible way to live together is to live together as PEACEFUL NEIGHBOURS (as a consequence of Separate Administration) with mutual respect.
There is no point of talking about Drug, Illegal immigrants, narco-terrorist to cover up and conceal their true intention of this violence. Because the 360+ churches in the heart of Imphal, 200+ villages, 7000+ houses burnt, 41000+ internally displaced persons and 185 death belongs to the Kukis (Indians citizens who served the country as government servants not terrorist) who were born and lived here in India since their forefather times. They are neither Burmese nor Illegal Immigrants.
Why cleverly and dishonestly trying to divert the true sense and conceal the crux of this incidents? What is the point of lying to hide the other lies?
Reservation is not the problem. SC - 15%, OBC - 27%, EWS - 10% are all benefited by just One community (Meitei) while the Kukis benefitted reservation from only ST - 7.5%. So, did Kukis had a lust for the other reservation of SC, OBC, EWS? while the other community who enjoy the lion share reservation have a lust for the one and only least remaining reservation ST. Now we know the sense of dissention against Meitei demanding ST status? Their demanding ST does not mean giving up SC, OBC, and EWS status, or giving a Kukis a share to OBC, EWS and SC reservation in combine. If this is not a pure greed and lust, what positive and progress demand are you expecting from this demand?
Something really sad about Meitei community is not even a single person take a stand to speak the truth even if they takes a step, he/she will be threaten by their own people or the militants.

If the kukis and meiteis have to live together, there hqs to be deradicalization of meitei youth. Those who call kukis illegal, monkeys, narcoterrorists, militants, right down to their children. The wiser among the meiteis have been silenced through death threats and violence. They have beem forced to apologize and thus change their stance. This deradicalization will take ages, generations. So meiteis need to deal with the rot in themselves if peace has to prevail.

The way the manipur govt acts against the tribals is understandable given the fact that Biren himself is a part of movement against them. But one fails to understand the way the centre, who is supposed to be neutral, is behaving. The centre is supporting the meiteis against all odds, even to the extent of smearing its image both internally and externally. A jungle raj is prevailing, all semblance of law and order disappeared, militants with sophisticated arms roam the street of capital city flaunting their weapons with impunity while the so called security forces have to look the other way, unable to do anything tangible. Those weapons themselves are suspected to have come from looted state armoury of which there seems no real will to recover. Still, Biren Singh, the most incompetent CM to preserve rule is being preserved despite failing on all sides. There is no more fitting case for president rule, yet the centre seems to have its own agenda , may be inline with the state govt. If manipur situation is not a fit case for declaration of PR, then its provision itself in the constitution may well be abolished as we may never find a more fit case in the future. Everthing is now suspect.

Land grabs targeting tribal territories, particularly those inhabited by the Kuki, are justified by baseless accusations of illegal immigration and involvement in narcotics. These claims serve as pretexts for state-backed attacks on the Kuki community. The Manipur state government has exploited more than 6,000 guns, 14,400 bombs, and 6 lakh ammunition in attacking the Kukis.
Moreover, the CM's actions have exacerbated communal tensions, eventually resulting in clashes between the Meitei majority and Kuki minority. Consequently, these once-interconnected communities are now fragmented, facing geographical, political, and demographic divides.
The hatred has escalated to such an extent that frequent incidents of rape, naked parading, brutal murders, killings, and chopping off heads or hands of the Kukis have occurred. Not to mention the burning of more than 10,000 of their houses and vehicles, all total worth 10,000 crores approx. All these occur as a result of targeting the Kuki minority community by the powerful Meitei majority in Manipur, with support from the BJP governments.

The present violence might have been solved early when Home Minister agree the request of the CSOs during his stay in Manipur from 29th May to 1st June 2023 to keep the SoO extremists in their designated camps instead of allowing them to roam here and there outside their designated camps with sophisticated weapons. Further, HM informed Chief Minister to rule valley only and he (HM) rule Hills just giving starting separation of meitei and kuki people. So Biren Singh have no power to solve the present crisis but HM can solve the present crisis easily.
