People in our country need to understand that travelling like this is NOT normal. Even if our population is big, it doesn't have to come with a caveat of traveling like cattle. Our government after independence did nothing to improve railways, no new capacity or tracks or trains or research and development. If they had done what they needed to. We would be looking at a very different India right now, perhaps with high speed trains all over India and enough capacity to carry every traveller with DIGNITY and HYGIENE.
At least this government is trying to upgrade railway capacity and introduction high speed railways. Painfully slow compared to China, but it's better than nothing.
You need money to upgrade everything. We have high population but for most part of last 75 years, we were abjectly poor and tax collection was minimal. We were almost bankrupt in 1991. It was only after that we started growing our economy and now we have enough means to work on our railways.
Secondly, slow pace is because of our system. Even with Modi at the top, our system is inefficient. Most of the time goes in land acquisition which involves lot of litigation. There are so many land parcels which have multiple and conflicting ownership and that too under litigation. Actual construction time is not that long.
China has an authoritarian government and people are tuned to listen to them no matter what. There is no practical democracy there and no vested interests. Do you want such system in India ? That’s the difference.
Even in the US, construction these days take long time similar to India.

I'm working in a private company (one of the best in the world) and I can clearly say that working on impossible projects with impossible timelines, it's the attitude that makes a difference. Technically people are more or less the same. I've learned that typically what a normal person sees as a blocker task or a deal breaker. People in the best organisation see opportunities and ways to go around that blocker task.
In government, it's opposite, government employees can tell you 10 reasons why a task cannot be done. But great employees can tell you 10 opportunities or workaround to proceed forward. This has opened up my perspective on how projects should be done.
Our babus always point to reasons something cannot be done. But sometimes technocrats like sreedharan of Delhi metro, will point to reasons why something CAN be done and should be done.
I left Mumbai and moved to Pune just because of the local train

The only reason is that Govt focusing on Road infrastructure more than Public Infrastructure as most of the Govt officials and Politicians use their own vehicles rather than Public Transport.

Our poverty of aspirations and our politicians+babus have failed our country on an unprecedented level. It's depressing.
It's so sad to see us just completing 1 bullet train line and china targeting 80k km of HSR lines AND 8k km of maglev lines by 2030.
Chinese understand the importance of great infra before anyone else in the world. They have subsidised their HSR rail to let go of profit in lieu of economy's development and prosperity, which is a far better return than earning on ticket prices.

Railway officials are most curuppet and unionised, they think job milgae ab 60 yrs maje karo. Iska's solution is that a special purpose team should be made like DMRC and all local networks should be handover then only we can see something or else no hope, I have been traveling in local from last 18 yrs and it's se as it used to be.

Mumbai local train infrastructure (and for that matter any Indian Infra) is under designed and under engineered. Some of our Rail infra like new Bangalore station is over engineered and poor designed. There is no concept of USER Journey, or Design first approach considering and brainstorming what kind of experience we are going to provide users. The reason is lackluster attitude of researcher, designer, architect and govt employee. Continuous innovation and continuous improvement is the mantra for all over the world but in India people wants Govt job for lazy work condition, no accountability and safety. Sarkar is our Naukar! But the servants are ruling over us after the British raj! And general people also, who are busy managing day to day activities are tired or lethargic and don't demand any improvements.

Main issue here is these local service is not cash cow for Indian (Central/Western) Railways. Bureaucracy actually is the biggest reason for this, as no one is answerable. Also you will find no Local MP is raising voice & highlighting this issue in Loksabha/Rajyasabha regarding such delays & that's why Govt Babu don't care.
Problem is they are not able to monetise the railway stations and land. Just doing these 2 things will improve the annual revenues
Say what you about British, they knew town planning much better. For ever 1 km of development, they planned infrastructure around it. The suburban train is what makes Mumbai an actual third world city. If the main trunk of railway is not improved, how can you improve quality of life for most of the people ?

See basically even if the Railway comitee observes one simple fact, then they can find real solution;
"Monitoring incoming passengers entering into station & outgoing passenger leaving the station".
The problem now is incoming passengers >> outgoing passengers at any point during peak hours.
This is the real issue for all.
There have many upgrades, like three phase motor coach, forced ventilation system for comfort, air springs in secondary suspension for better ride. Lightning and fans have been incresed, public address system installed, even Air-Conditioner EMU is in operation. Catering to massive population is not easy task. Keeping the trains running daily itself is a tough task, as won't get sufficient time for maintenance works for tracks and trains. Earlier it was 1500V DC, now 25000V AC. It is easy to blame. Complete change over will take very long time.
There are couple of steps govt should strictly impose:
1. Development of economic centres in northern suburbs like dombivli, badlapur etc.
2. Compulsory Work from home / alternate days office for every possible job that can do this for eg people in IT or designs etc.
3. Staggered work timings (which is partially implemented but very less response from companies)
4. (This is extreme) Limit entry of people in Mumbai metropolitan area. There's a limit to which city can sustain X amt of people and Mumbai is already overflowing out of capacity..
Even today as much as 10 people are lost on each line. 2 from my housing society were gone last month.
And please stop romanticism of rush in local trains in the name of spirit of Mumbai. It's just shows how ignorant we are which we are not actually.

Whoever says they were never upgraded has never travelled in local trains. Most of the Local trains have upgraded to new ICF memu but crowd is only increasing.
ICF memu trains are outdated as per new technology suburban trains & metros are concerned. The more we get comfortable with this notion that it is enough that is upgraded and not immediately needed the more we give sarkari babus to neglect our innate needs & requirements. That should be stopped anyhow!
Curb ticketless travel, the overcrowding will reduce drastically. Ensure that every person HAS to book a ticket before boarding the train.

Really sad to accept the reality!
All we have done all these years is to over-romanticise the local trains by saying things like it is the lifeline of Mumbai. Yes, it is a lifeline, because there are no other alternatives for the common man. In reality, it is the most deadly mode of transportation. Nearly 2 and a half thousand people lose their lives every year due to over-crowding as per official records. The numbers that are not reported could be much higher. The primary reason for overcrowding according to me is ticketless travelling. None of the authorities seem to be bothered about resolving this issue. Conducting a few checks here and there doesnt solve the problem as TCs too are overloaded. Its high time our local train network gets an upgrade and that upgrade should stay relevant for the next 40-50 years. How long are people to suffer in crowded local trains. It is high time that the officials act on this before it becomes too late. We should aim for 100% AC locals so that no person loses his life and travels safely.
Pluse Mumbai land is expensive, young educated are leaving the country setting in abroad.

If you think that decision making and execution is slow in Mumbai then al habibi come to Kolkata. Bigger network than Mumbai and still in long distance routes, you'll get trains once in 1.5hrs. you'll also see trains from 90s which should have been in the museum already. The Sealdah South section is still operating with a double line and the authorities might think about quadrupling it in 2070. And yes no fast trains so you can imagine how pathetic it is for people to travel 60km+ distances. 🤣🤣

Brother Mumbai locals were using British era trians for decades under UPA gov. It's only after 2014, under NDA gov that the new trains replaced British trains. Now there are plans to replace current trains with Vande metro trains
british used 3 bogie trains and until 2013 we were upto 15 bogie trains also the timing between 2 trains was reduced upto 4 minutes. Also we were getting new generation trains made by Siemens and assembled in India
