No. The 9th Gen reads VSS completely different from 02-04 Rsx/02-05 Civic Si… Pretty much Digital vs Analog. Your car reads the VSS off of the 3rd gear. What’s happening is your VSS is either too far from the 3rd gear.. or it already touched and is damaged. You need to properly shim the VSS when you put in aftermarket gearset such as that one. Remove your shifter mechanism and look down in there and see how close or far the sensor is from the gear.
