Thanks a lot. For relaxing mesh you can use Smooth brush so Shift. Just touch that model with Shift and untap Shift and continue "smoothing" without Shift. You can also use Relax function in Deformation tab (Tools... Deformation). Another way if you are doing retopo (so you have that high poly mesh and snapping on) you can move points with large brush size with ZMODELER (polygon action and Edge action set Do Nothing, Point action set to Move)
Sure you can use zremesher or for example use basic meshes and adjust it to your model and project all. Many ways. Skull is not great example for retopo sure, maybe some cartoon style to animate or Coco and these movies. I wanted to show that Zmodeler workflow.
