I've been trying to get the hang of this for the better part of a decade. I've never sorted it out. Something I'm doing is always off. Your instruction is very clear and well paced, but still, no luck for me. I go into a layout that has several viewports on it. I click on the viewport that contains a layer I want to freeze. (obviously I'm in paper space at this point) I go to the command line and type in VPLAYER. Here's where the problem begins. Unlike your drawing, after I hit Enter, the viewport I had highlighted is no longer selected. On your video, your viewport is clearly still highlighted. What am I doing wrong? When I proceed with your instruction here's what happens. I hit enter It asks VPLAYER Select objects: I click on an object and it says, Specify opposite corner. Huh? Then I'm basically stuck. It's mind boggling how silly this is. How about click on a viewport to activate it Click the snowflake to "charge" your cursor click on objects to make them disappear within this activated viewport. That's how adobe would do it. :-(
Try this: from paper view, double click the viewport you want to freeze a layer on VPLAYER ENTER FREEZE ENTER (BY OBJECT SELECTION) SELECT YOUR OBJECT ENTER SELECT WHICH VIEWPORT YOU WANT TO FREEZE LAYER ON (SHOULD BE "CURRENT" UNLESS YOU WANT TO DO ON MULTIPLE VPORTS) ENTER

Right Click on the column headers of the Layer Properties Manager. You can toggle columns on or off there.

I believe all you need is to unlock VP (if locked) & rotate View Cube in the top left corner as you want
