Bonjour. I believe 'Tears are not enough' was recorded in my friend's (and I say that humbly) Jim Vallance's studio in his home in Vancouver. Jim was Bryan Adam's drummer and co-songwriter. I was priviledged to give a private World War 1 Battlefield tour in France for Jim. I was priviledged to take Jim to see his Great Uncle's grave in Sains-lez-Marquion in France. Killed in action September 27, 1918. Yup. 'Tears are not enough' was better than 'We are the world'.
Yes. I believe the lyrics were written at Jim Vallance's home and the backing music recorded, but the sound and video (with all the others) was recorded in Toronto. Vallance was working with Foster on writing the song and when Bryan Adams heard about it, he came in to help - very early in the morning, according to Foster, and it was highly unusual for Adams to get up that early! This song meant a lot.
There's a good 1-hour documentary on the making of this song and video. It the music was written by David Foster and Bryan Adams and Jim Vallance joined in to write the lyrics. It was all put together in just a few days and Bruce Allen (music artist manager) managed to get all these people together in one room to record it. There was a sing put up that said "Check your egos at the door." It's a great story - and it really is a wonderful song too.

And about 2 months ago I was reminded of "Tears are not Enough" after Netflix put on the special about "We are the World". I remembered vividly the making of this song and video from the 80s. I was a teenager - and so impacted by all the artists (I would try to mimic the French singers - as I thought they were SO cool). Looks like the music for this was written by producer David Foster, while Bryan Adams wrote most of the lyrics with Jim Vallance, his producer at the time. Vallance is seen in this playing the drums.
One chorus member I like (mainly because he's from my hometown) is Paul Shaffer. He's the bald guy with the sunglases. He's best known for leading the band on David Letterman's late night shows for 33 years.
