as a machinist and a mower repairman, i have had great sucess removing the non removable bearings. you slit all around the lip on the front, and gently press it out. put it back together in reverse and press the flaps back down. works great no issues 1k hours later
It is channels like this that got me to buy a junk Weed Eater tractor and got it going two weeks ago. It is still not a race mower, but it does run and is so fun to use as a go-kart.
I'd look at mounting your new pulley with a sized pillow block bearing, like a 4 bolt or a flanged version. Probably worth squirting a sizeable amount of EP grease instead of oil, but that'd be something to experiment with. I've used them on shafts spinning in the 15K rpm upper end threshold and they hold up well, so long as you keep up with the grease maintenance. Welding the outer race carrier could warp it to hell and back, but might be able to pull it off with a gentle hand if it turns into a 'run what ya brung' issue.

hm, good idea, I'll have to try to remember this one lol. Would be good for my older garden tractors where new pulleys and such are NLA.
