There are oil holes on the back side of the rockers to shoot oil into the adjuster cup area. IIRC there is one on the front as well that shoots oil at the valve stem. It seems like your oil pressure may be low.
Not a hole in the front of the rockers for the valve stems. The hole on top could let oil run across the rocker arm to the pad, then down on the valve stem, but mostly the oil mist from flinging oil with the connecting rods, that comes up through the push rod openings.
