What's the point of removing the steel screws only to replace the holes with the plastic caps, is that necessary?

Those are shipping bolts to hold the drum in place when shipping. Definitely want to remove those.

those are the transit bolts that are used to hold the drum in place, if you dont remove them your machine will be damaged so yeah you have to remove em
