They will probably animate the relevant cover stories when their characters come into the main plot, there's no way Toei wouldn't pass up an easy way to add 'filler'

I still wonder about that to this day since there's literally no reason for them not to. People argue that it's because the ratings for CS adapted episodes drop and/or that they need the Straw Hats to be in as many episodes as possible since they make money for them. While the first point has been debunked by the One Piece wiki (not entirely sure about the second one though), both of these problems can be easily avoided if Toei just simply decided to adapt snippets of the cover stories by making them 3-4 minute cold opens for episodes instead of dedicating entire episodes for them. If you think about it, cover stories are basically cold opens in manga form, since cold opens are usually small extra CANON scenes that complement the story put before the opening and the contents of an episode itself which is supposed to pick up where the last episode left off, cover stories are the same except there's no such thing as an opening for manga so they just have to be lumped in with the chapter name on the very first page of each chapter. And that's not to mention this is also a good (albeit temporary) solution for Toei's padding/filler issue, since it also helps "delay" the anime's progress by a bit in order to not let it catch up with the manga while not making the audience feeling bored out of their mind at all. So yeah, I honestly can't see why Toei keeps avoiding cover stories tbh. TLDR: Cover stories should be cold opens for the anime as it holds the anime back from catching up with the manga and is the solution for 2 of the most commonly used reasons as to why they don't do them by the community
