No you shouldn't, if you want a budget iPad, get an iPad 10 or iPad mini. the 9 has the same chip as the iPhone 11, bad grainy cameras, outdated screen, poor battery life and only has compatibility with the first gen Apple Pencil. The 2nd gen Apple Pencil has double the features and its only $30 more.
