I´d consider black tie optional as either black tie or a dark suit with shirt and neckwear. I wouldn't mind a smoking jacket, but I would not like someone to show up in a turtleneck/ without neckwear.
My alternative 'black tie' dress code is: navy blue velvet jacket (option of white pocketsquare), navy blue trousers/slacks/pants, white dress shirt with silver-grey embroidered pattern, silver-grey bowtie, silver-grey cummerbund, white undergarments, navy blue socks, black shoes.

If it is off white it is fine but one should never wear a pure white dinner jacket. It also should only be worn on cruises or in the sub tropics and tropics. Anywhere else and it doesn’t fit
For black-tie optional, I usually go fairly traditional. But creative black-tie is a whole different story.
