POTUS elections were largely based on "which one of these jerks is most likely to keep us OUT of the war." Wilson's platform was largely based on avoiding WW1. See also the Neutrality Act of 1939. The US was willing to let the Nazis conquer Britain if it meant they didn't have to get involved. The US didn't join WW1 until Germany's resumption of submarine attacks on passenger and commercial shipping. The US also didn't join the war in Europe or the Pacific until after the attack on Pearl Harbor.

He also sounds exactly like him, speaks like him, laughs like him, has all the same mannerisms other than maybe talking more smoothly here, which can easily be explained by being more comfortable with only using his voice rather than standing on a stage in front of an audience. It can also be explained by the fact that even the slightest amount of doubt in his identity is enough to draw less attention and make journalists not want to write an article without being positive.

There is plenty of history written about the divide with in Japan about the war efforts in that time. The Japanese socialist movements in particular were the most public and vocal critics of the war with in Japan. Its all there to read, neither side read much on the topic its seems, but there is one side that "guessed more correctly".
