I think billy thinks of himself as the thrill seeker and in many ways he is but his underlying hatred of sid and her mother shows motivation beyond the thrill

Ok yes Billy definitely had some traits for "thrill killer" but wouldn't he also fit "mission" as well? He had a true mission to kill Sidney and rid of her, possibly even her whole family?

The only kill Billy had a motive for was the murder of Maureen who he killed because the affair between her and his dad Hank caused his mother to leave both him and Woodsboro. All the others he killed because he liked it.

Billy is a psycho the rage he had on Sidney mom he put that rage on her daughter after him killing Maureen he felt her daughter had to die to very sadistic such a mommas boy.

Billy Loomis was a SENSITIVE killer_ He missed his momma’s hugs and little school lunches she used to make for him. Y’know, the kind with the PB&J sandwiches🥪with the smiley-face in the middle.😊

Billy and Stu also killed Casey because she sat next to Sid in english, they wanted to rattle her, scaring her more and more over the two days before their reveal. Sure Stu was mad Casey dumped him, but it was also the perfect opportunity to start indirectly targeting Sid bringing danger slowly closer to her. It shows that Billy as the mastermind was definitely a sadist. Billy made all of the calls except two: when billy's in jail the call to Sid at Tatum's, and the call to randy about principal himbry since he was upstairs at Stu's "talking" to Sidney. Billy thinks of himself as "Divine" those around him are to be used as tools for his will, those who oppose him are nothing more than cattle. He's smart, charming when need be, but always thinking, always plotting

Billys a Mission along with power and control killer. The thrill he also receives is the least part of his motive it’s about achieving his goal and the dominating power he has while doing it.

Sadism is the deeper explanation for thrill killers, psychopathy can create (overkill) revenge killers. A psycho killer is a psychopathic fusion with sadism (where the psycho personality is obvious) & Loomis "shone" like a sociopathic lightbulb in the movie.
