How to Dispute Debit Card Charges and Get Your Money Back with Provisional Credit

    Do you need to know how to dispute credit card fraud and unauthorized transactions to your VISA or Mastercard debit or check card?
    The process has remained the same over the past 15+ years. You must immediately call your credit card issuer, bank, or financial institution and have them cancel your debit or credit card and issue a new card.
    You'll have to wait 7-10 business days to receive the new card, and you'll have to wait until those pending charges "hard post" to the account before you can file a dispute or claim.
    Once the charges aren't pending and have been debited out of your account, you can file an electronic funds transfer, or EFT dispute.
    The banker or customer service representative will ask you several questions, including but not limited to "Is there anyone who you may have given access to the card to?"
    Answer the questions truthfully, and never give anyone who isn't an authorized signer or joint owner on the account, access to your funds. Doing so puts you at risk of not only losing money but being able to file a claim.

    i noticed there was a $82 charge that I don't remember authorizing and it mentioned jeezmedia which I've never heard before. I've emailed my bank and have blocked my cards to stop any other transaction, I'm concerned that it will keep charging. Is there anything I should do?? Thanks.

    As a matter of fact I did that this morning, for a purchase I made back in late November , which I didn't receive. Contacting my bank spent an hour and a half on the phone going through everything. Then they send me an email and it said within two business days I will receive a provisional credit for the amount I was out

    In the event of paying for a service and you not receiving that service, does the merchant get notified? Do they say their side of the story or do they just look at the charges and refund it if you claim you didn’t get anything. For example I paid for a personal trainer and the guy just went ghost on me

    What happens if a Merchant forces the same Approval Code for the same amount 4 times after the 1st large charge was declined. Is that credit card fraud? Are merchants not suppose to get different approval codes for each and every charge?

      If you paid for something via a subscription, they will continue trying to charge the amount (even if it's declined up to 3 times). The merchant is protected in that case.

    I need some help too. I went to a store yesterday and I gave the customer service agent 34.00 in cash and the rest I wanted to put on my card. She took the money and at first the order was down to 17.01 but my receipt says 51.62 (without the cash) this was at bath and body works and I'm not sure how to approach this? I put my card in and there was an error on her end, she pressed the button and the screen still said 17.01 but the charge said the full amount and the cash was not included. It was not printed on the receipt. Can I still file a charge with my bank? or, how do I even go about handling this? I should always check my receipt but never had this happen before. Do I go in and try to explain the situation? Any advice is appreciated.

      You're right! CashApp is not a bank! It scares me how many people use CashApp and Venmo in place of an actual financial institution.

      CashApp is not an actual bank, so they will not provide the same service that a bank or credit union would in this regard.

    Please discuss the what the time limitations are for disputing a charge.
    Got 3 different answers from 3 different reps at card member services.
    The last they claimed u only have 60 days to dispute credit card charge.
    Is this true ?
    Or are there exceptions to this 60 time frame?

      It is 60 days. There are no exceptions that I'm aware of. This is a federal regulation.

    I’m having the same problem I just gave up but now that I think of it this was a almost 300$ charge. And I never got my package bummer It was thru chime and it was a package from Amazon I spoke to the merchant and he issued a refund and to check with the bank now the bank (chime) doesn’t want to give me the money back because supposedly for them I received the package because when I disputed it and they did an “investigation” Amazon sent them a picture of the package on my front porch but I let them know that I spoke to the merchant and let them know my package wasn’t there when it arrived so he gave me a refund but now the bank doesn’t want to give me that money what do I do ??? It would be great to have that money back

    I’m dealing with this issue I filed a claim I’m an Uber driver Sunday I deposited $522 into my account and yesterday I bought coffee breakfast sandwiches for eight dollars and sporadically when I was doing my trip my app notified me that $479 was deducted from my account I freaked out cancel my ride and placed a dispute they asked me if the card was in my possession and asked me a couple of questions and I explained you can look at my transaction history I go to the same gas station eat the same food at the same Chinese restaurant how can this happen in a different state

      Hey, Liam! I wouldn’t say there is a beat or worst bank as far as security goes. They are all backed by Visa and MasterCard, so no matter what, you’re protected against fraud. I highly recommend smaller community banks and credit unions.

      @@liammurphy6576 no, there’s no way to gauge a bank’s security level. But Visa and MasterCard protect you against fraud no matter which bank you choose.

    A slightly improper answer. I appreciate your conclusion, which is correct, and your resume' in banking.
    Here is mine. For May, June, and July I was 5th, top 5, and in July 1st ranked Service Rep for a national bank (among a group of a few hundred). I take 1300 calls a month. .... Pursuant to this achievement, as of Monday, Aug 9th I was informed I am ONLY gated REG E calls, Disputes, in that I am positioned to protect the bank from Regulatory consequence for improper handling of Debit Cards. I have mandatory OT of 5 hours a week, (What a joke, my boss and I expect me to do 20+, and my OT rate is 2x not time and a half.)
    Here is the answer. "XXXBANK will IMMEDIATELY accept and investigate your dispute."
    Any other answer to a dispute inquiry is a REG E failure, and a fine, and possible sanction.
    If there is compromising information that comes to light, such as your example I WILL note that, and send it all to the Fraud Department. They have a separate job. Investigation.
    Intake of REG E disputes is never filtered.
    I know, and you know the customer will face a negative decision, however, I will not make that decision. REG E requires documentation, and investigation.

    Hey! So, can you do a chargeback on a package that was never delivered? I had a pretty time sensitive package ship out priority almost a week ago and it's been stuck a "Shipment Received, Package Acceptance Pending" which means that they've scanned this scan sheet with a bunch of other packages, but it hasn't been scanned by USPS yet. The seller swears they've sent it and the post office says they didn't. Should I charge my $130 back?

      You can’t do a chargeback. That’s something that happens on the bank/credit side. You’ll want to file a dispute with the reason package never received.

It's funny you ask now, because I'm dealing with the same thing with Best Buy with a $600 desk that has been lost for 2 weeks, but they just did a reshipment lol.

    this is a very uncommon dispute. talk about the most common authorized transaction that went bad, did not receive, received broken, not as described,..and they do not want to take it back, Chinese sellers are very bad for this.

    I booked a cruise months in advance. When we boarded the boat, there AC wasn’t working throughout the ship as well in our room. The room smelt of sewage. No way we could of gone on the cruise so we exited before they left port. I filed a dispute, they credited the account a few days later but still waiting to see if it gets resolved in my favor

    What if I was a victim of a felony and sent to prison from April 2015 till Nov. 2016. Someone one was able to make hard inquiries, open accounts and use accounts such as a US Bank Realiacard in my name and also EBT food stamp cards in Nebraska and Iowa. I the whole time was located in Nebraska over 4 hours from where I used to live in prison. My phone was still automatically paid $35 every month. Never received any credit, refund. Also I have a third party creditor who has a bill for one of my daughters with the wrong middle letter for my name. Wanting over $1,000 for an emergency bill. We all have insurance and always have! Plus that hospital always asks for a copy of inurance card and Drivers license or State ID.

      These would be credit bureau disputes. Get copies of your reports free from annual credit report dot com and you can dispute them directly with the bureaus

      If you purchased something and returned it, it could be up to 24-48 hours before the money is credited back into your account.

      All creidts return to the account of origination.
      Yes, accounts are closed in the time window through various means, and the bank has policy and procedure for each, but you are not an obtuse case. Your refund will reverse path. It went out via a card, and/or account. It will return the same way.

    Yesterday, I was scammed. I ordered on the website via my debit card. I can't contact or send emails to the seller because their website is a scam so their email or contact information also invalid, fake. I requested Dispute Charge from my bank but they cannot guarantee a refund. Also, I applied the dispute to Paypal. Can I get receive a refund? So hard...

      I really hate that this happened to you! If the purchase was made through Paypal, that is who you need to file a dispute through (rather than your bank). Start with Paypal. If they research and determine it is fraudulent, you should receive a refund. Good luck!

      This is a daily intake for a bank representative. Please do dispute with all parties.
      An effective spoof of 'Kay's Jewelers' is being mirrored through HK right now.
      Please dispute. There is no negative consequence to yourself.

      Honestly, Apple Pay wasn’t around when I was actively in the banking biz. I’d start with contacting Apple customer service

      Apple mis-billing is more prevalent than scams. That seems an odd statement.
      In July 2021 I handled 1300 phone calls, and ranked #1 at my bank among about 250 CS Reps.
      Consequently, I am gated REG E. That is compliance with dispute intakes.
      Here is my tip for Apple Pay.
      Stop using it.
      Search monthly for CLASS ACTION APPLE PAY
      They refuse to do their payment service in compliance with the law, and Sec 1005.1 first sets out a fine structure, then a class action liability minimum. They choose to skate on thin ice, and it will break on them, and I think soon. I see Apple more often than any other Corporation name while I initiate disputes. They are drawing the attention of the CFPB, whom I suggest you complain to.

      The bank will only block your debit card and issue you a new one. But you can get back the money that was debited through the name on my profile.

      The bank has up to 10 business days to give you credit, so same day credit isn’t guaranteed

      Not a chargeback...file a dispute. If you paid via PayPal, you’ll file a dispute with PayPal.

      Logic fault.
      Any form of theft is certainly a reason for you to dispute charges, pursuant to REG E. So, your example has 2 distinct, and different parts.
      Receiving PC is a determination made by the investigator, but according to the institutions' policies and guidelines (thus automation can be implemented). It is heavily weighted towards time to resolve, but not exclusively. The usual outcome is also a part of the determination whether you receive PC. Account History is another aspect.

      I have the same question. My mail was stolen and the bank sent the card with a pin at the same time. They denied my claim even with a police report and a picture of someone that’s not me using the card and pin at the ATM. Hoping to hear an answer from you.

      I believe the only way is if you can prove that the item/service received was not sufficient

      Absolutely! File it. This success rate may be smaller than clear cut fraud or failure to perform, but FILE IT.
      "The service was not what I expected."
      "The service was not what I was promised."

    I hardly use this card and some how someone withdraw 300 then 500 then 200 all from different bank locations. the locations was no where near me but in the same state. hopefully they look at that and notice it was fraud.

      If they withdrew from ATM’s, they have cameras at all ATM’s. Definitely file a dispute!! I’m sorry that happened to you

      File this. You have a high success rate with this type of theft.
      To stop this put your card on TEMP BLOCK in your app RIGHT NOW>
      When YOU and only YOU want to use the card, either online or in person you UNBLOCK>CHARGE>BLOCK that card.
      Later you may find out these attempts were made, but that will be it. ATTEMPTS THAT WERE DENIED.

    I got a Job that was actually a scam and they sent me a check of 4850 dollars and asked that i send them 3500 dollars and now i made a fraud claim on wells fargo do you think they will refund the money?

      Sadly this is a common scam. I don’t work for the bank and cannot speak for them, but this is a major fraud case, and it’ll be hard to get your money back 😞 This is not a debit card or an electronic dispute but an illegal fraud scheme and these conmen tend to cover their tracks. I hope they get what’s coming to them!

      I despise this scam. I see it monthly at least.
      Your account will go into CREDITSONLYALLOWED, and you will owe the money to the bank.
      Most of us cannot afford much while searching for a job, so this is pathetic and devastating.

    Can a bank take back final credit and reopen closed investigation? Never got provisional credit only final credit.

      Hmmm I would think if you got final credit, you should be good. I can't imagine them opening an investigation again unless there was something to indicate deception/fraud on your part.

      If you haven’t already, call your bank’s 1-800 number on the back of the card and shut off your card, file a dispute, and ask them to mail you a replacement debit card.

      File a dispute. Order a replacement card, expedited, and ask for the fee to be waived as a courtesy. Our bank does not even wait for the request. Lost/Stolen card replacements are expedited automatically. Demand excellent service.
      Personally I can count on 1 hand the number of times I have let someone receive a Cashiers Check, Debit Card or any other instrument regular mail. Only because they insisted time was not a factor. I have NEVER allowed a caller to pay expedited mail fees, and my bank has said ZERO to me about paying all these fees, waiving every single one. I even waive Stop Payment On a Check $29 fees to our customers. I handled 1300 calls in July, 2021, giving away the banks' money like a drunkard. I expect to waive fees as a courtesy a minimum of 25 times today. Please raise the standard with me, DEMAND EXCELLENT SERVICE.

    If I tried to invest in something and paid through cash app which was connected to my bank account, but got scammed, can I file a dispute for my money back

      That’s a touchy subject. I think you’d have to dispute with cash app and you are not protected through your bank. Cash app and Venmo are scary!

      @@nirajpatel4497 Plan on a notation in your transaction history DC DISP TEMP CR REV. DC is Debit Card. DISP = dispute. TEMP is temporary. CR is Credit. REV is Reversal.
      Don't be surprised by a letter from the bank. "We have determined that no error occurred. Previously on (date) we issued you Provisional Credit pending our investigation. We will be reversing that credit from acct. XXXX on (A date 5 business days forward).
      This letter informs you to have the funds in the account. DO NOT SPEND the money until a final outcome of your dispute, or your account can go negative.

      Just contact your credit card company. They’ll take care of filing a dispute for you.

      Forget contacting the merchant. We prefer you not to. File your dispute with the issuer. You have exactly a 100% win. These are so easy to take form customers. Easy win.
      Imagine how easy a job this is for the bank or CC issuer. They look like your guard dog, taking credit (sentimental credit, just to be clear) for 'saving' you over $500!!! WOW!!......and clearly, the stacked charges are a mistake, so it's a simple fix with YT.
      So, WHAT COULD GO WRONG? We are all honest and capable of doing this right for you!!
      Here is your only danger. Be aware of this, as it is a real REAL danger in this circumstance.
      Bank on day 2, issues Provisional Credit of $539.70. 3 business days later, YT provides YOU, not the bank, YOU credit ALSO for $539.70.........You think nothing of it, and SPEND extra money over a month.
      One day your account balance has a sudden DROP of over $500 !!!!! WHAT HAPPENED TO MY MONEYS!!!!???
      This form letter also exists in the Dispute resolution world.
      On (Date) the bank issued to you PC while we conducted out investigation.
      The merchant also issued you credit on (Date).
      Therefore, your Provisional Credit from (Bank) will be reversed on (Date 5 business days from today)
      I've seen several customers get stuck just days from payday and rent and etc., are due or necessary, and the account is negative. It's horrible. to contemplate. No fraud, no malfeasance, just a mistake....fixed, to your benefit.....and then a bomb goes off in your finances. Please look out./ There is no claim in such circumstances, and the reversal can take 9 weeks. By then, you feel its' your money.

    I'm very bad, I always come to this country as a tourist and this time I decided to open a bank account, but 2 days ago they stole 400 dollars from my account, this being impossible because I carry it well hidden everywhere and only I know my pin, I was going to buy my flight back to my country with that money, now I don't even have to eat, I really hate PNC Bank

    Hello Melissa I have recently been scammed out of $500 for a counterfeit product, transaction was made through paypal friends and family. I have a recording of myself opening the package at the post office showing the fraudulent product. How can I go about getting my money back?

      Unfortunately when you use friends and family, i believe it puts you at higher risk because it means that you were not paying for goods or services. This scammer got you bad! I would reach out to PayPal directly, but I don’t expect you’ll be able to get a refund on this one.

      @@PerfectionHangover I have enough evidence to show that I have been scammed, through emails and pictures/video. I found out that they were using stolen images to sell me a product that they do not in fact own.
      How are my chances now?

      @@JohnLeon203 is your bank connected to your PayPal account? If so, and the money debited your bank account, you can try and appeal to the bank. Take all of the evidence and explain the situation. Tell them you’d like to file a dispute on a counterfeit item. 🤞🏼

      This is a dispute, clearly I expect you to succeed with the bank about 100% of the time.
      I also suggest plenty of Consumer Report guys and gals in the local media, they love this stuff.
      THEN there is the US Attorneys Office and the State Attorney General.
      This is unconscionable, and clearly borderline criminal. Probably over the criminal line.

    Question so I let my nephew who was staying with me use my card and phone since I work about 70 hours a week I have two bank accounts. I told the bank that I let him use the card but only for 50$ for groceries... he spent over 1600$ on some dumb game so there is no way to get that money back?

      Probably not, Samuel. When you admit to the bank that you gave permission to someone to use your card, they take that as you are at fault. You might be able to reach out to the game company directly to get your money back, but dang...expensive lesson! I’m sorry this happened to you!

      @@MeatyClackers00 That statement is NOT your bank. That is someone personally putting their job, and yes their freedom on the line. This is an actual crime, "Defrauding a Financial Institution". Do not participate. $1600 is a harsh personal lesson. However, $1000 is the line usually for a Felony. Do not participate.
      Clearly there exists no discretion in Bank Policy to knowingly lie on forms.
      Do not participate. Someone is clearly allowing sentiment to overtake reason. You seem to know this cannot be right.

    I fell for a sob story about a dude and his ill parent, I sent him money, said he’d pay me back, but I’m almost certain he blocked me.
    Think I can win a dispute and cancel these transactions or did I just lose money?

      Uggh it sounds like you’ve been scammed. Unfortunately you’re usually not protected when sending money via friends and family through PayPal or western Union. It sounds like that’s what happened here.

I accepted my losses & I’d rather lose the money then have to deal with the embarrassment (from my family) or have to worry about this bum messing with me further. Would it be nice to have that sum of money back: Yes. But I got my whole life to make money & chose to let it go.

      Pretty sure I mentioned you have to contact your financial institution and file a dispute with them. You cannot do it yourself.

I did just that and he told me to call the company first and exsplain, and man it took me 5 minutes and he said to always do that first not to contact my financial people (after thinking on this if I had called the financial people it would have made a mess ) cause it will make them mad and want work with me .       @@dwhoop7045 I hate to be the bearer of bad news, but they will definitely cancel your card when you notify them of fraud. I hope you have another card on hand that you can use! Each bank is different. They may not want to send your card to you overseas (for good reason). I'm sorry that happened to you!

      @@dwhoop7045 Remeber, REG E Disputes, which banks MUST HONOR have no time frame. Your deadline is 7 years ONLY because banks dispose of records then.
      When you return, OR when you have a permanent address overseas, call this in. I'm happy for you its' only $60.
      My overseas customers do 1 of 2 things.
      1 Use a stateside address, and have trusted family send the new card.
      2 Establish a true address overseas, change address legitimately with the bank, and file your dispute during which you get a new card. As a bank rep I send even overseas replacement cards expedited with COURTESY WAIVED shipping fees.
