Some wealthy guy could have bought some land made a lobster farm then requested the government to give rights to sell lobsters out of season since doing so would not hurt wild lobster populations. Which would not require bribing or lobbying.

The reason is because this facility acts as a hatchery and their lobster are not removed from the wild. All other lobster fishermen remove from the wild and are not allowed to remove them during the breeding season. Any facility that does this same thing can sell out of season.

Then what gives them the exclusive right to sell them out of season. This company represents itself as a cutting edge "green" facility, yet all they are doing is concentrating a wild stock, growing them out and selling them at a later time with an unfair advantage in the market.

Its not a guessing game, Decades of aquaculture research leads to commercial production of species, their are specific goals achieved by researchers which culminate to the ability to complete and sustain an aquaculture species commercially. In Australia the main species we are trying to commercially close is called P. Ornatus, we can grow a egg to adult but commercial scale mean a low mortality rate which is difficult due to their long and complex life cycle. It took decades to close the 'shrimp life cycle' and so it will take for your species of 'lobster'. I study aquaculture and fisheries science fyi.
