Good analyses / repair. "You should never get a short-circuit on a fuse", damn, 50 years of electronics knowledge down the drain (or source or gate). UPS has lost the plot recently, I believe they are using a third -party brokerage to advise on customs etc, unfortunately they are mainly staffed by untrained school-leavers, in another country.
I agree with your assesment of UPS, I order a lot of stuff from other countries and usually pay no import duties unless carriage is with UPS then everytime and I would not be surprised if they are not passing it onto Customs.
Customs will have raised import duty and UPS pass the bill on. Have the video card returned to sender and do not accept it. They can’t charge you for something you don’t accept.
It's crazy to think that the death of a single capacitor worth 10 cents can cause someone to throw their laptop away and get a new one. Where a capacitor is critical for such an expensive machine's functionality, high tier caps should be used...
Surely import charges do not apply at all on an item being sent for repair. It's not a purchase. Is this an error by UPS or was it not made clear by the sender? I suppose UPS would see it as a straight purchase if it was not indicated in the shipping details.

I think some caps just work as means to smooth out the incoming current, there are not connecting any traces together. But that doesn't mean they shouldn't be replaced
@ TenkaiSp pretty much has it, capacitors fit in one of two categories - coupling and de-coupling. The size of the capacitor is an indication of which 'camp' the capacitor is in, if it is physically quite large it is likely a smoothing capacitor (de-coupling the supply from the noise) and the board will most likely function without the capacitor fitted, if it is a small capacitor it is most likely a coupling capacitor (AC coupling two parts of a circuit together) and there is a much greater chance that the capacitor is required for the circuit to function.(and its value is probably more important to get right) The large cap that was blown on this board could probably be replaced with pretty much any value capacitor of a similar physical size (providing the rating is ~20v or more).
@@TenkaiSp This depends where the cap is in the schematic and how much voltage instability the supplied circuit will tolerate. In the worst case the supplied circuit may fail/die when not supplied with a sufficiently large cap filtered supply. Sometimes these caps are also used as timing elements - then the function will fail. Sometimes - when being used as coupling caps between stages - signal will not come through and for example audio or alike will fail, if they are missing.
