Here in Wisconsin you are allowed to use three hooks at the most. So you have to clip hooks off the lure your using and then you can put tails on them. Had a warden stop me once and I showed him I was only using three hooks.

I live in Minnesota, so the A-rig in its typical configuration is illegal to use. To make it legal, I would have to remove the hooks from every bait except for one. In my mind that would be really frustrating to use as I think there would be a huge number of missed strikes where the fish goes after one of the hookless baits -- so i have never tried it
I know that MLF has banned it in their tournaments I don’t know about the other fishing leagues but they’re fun to catch fish on lol!
