Fix that passenger rear quarter. She has lasted this long . Great looking car from that Era. Went to the 1969 Chicago Auto Show and saw the intro of the Monte Carlo. Black on Black. Eventually bought a 76 Monte Carlo off the Showroom floor for my High School Graduation. 08/76. What a car.

Dang, a console car! Ain't got no GAS in IT! LOL
Always amazes me how just a simple power wash makes car like that look 10x better than it was. I'd 100% get the rust fixed on it if you plan to keep it. The 1970-72 monte carlo's are a dream car for me (biased towards the 70-71's but I would take a 72). So bad ass... I hope to eventually have one myself. Daily driver status, no garage queen.

Now there's a worthy project! LS and 6-speed - you've definitely got my vote for that. Can't improve on it for a power plant. Interior? depends on the condition of what has been unbolted. Rip it all out and if you can use the original seats (maybe with some generic seat covers from a parts store or ebay) over the top of the originals if they are torn or eaten. Whatever - she needs disinfecting inside, for sure! But if you can, leave it as she was but make it good and comfortable to ride in - maybe with some sound deadener too. That's the cheapest rebuild on an interior - pretty much leave it alone except to sanitise it and make it a nice place to be.
Brakes - she's gotta be disc front and boosted. If budget allows, a good strong anti-roll bar in the front and rear will help her in the corners too. A good set of shocks is the only other component I'd change just yet unless the springs are definitely weak. By the way, don't bet the shop (or your life) on that brake booster to still be working right if it has sat without the master for 28 years. Anything could (and would) have got in there and destroyed / perished the diaphragm.
Body-wise, there is a colour on the passenger's door - a dark grey that's almost charcoal. Something between that and the slightly lighter grey primer colour on the driver's rear quarter would look good on the beast - especially when you polish up the chrome and stainless trim. Add a black roof for extra horsepower. The dark colour will hide the missing / rusty panels and if it is a flat or satin finish, will help to hide the imperfections in the previous bodywork. As far as the passenger's rear quarter goes and with time being fairly short, I'd be hitting that with the disc sander and trying to form it to something akin to how the driver's side looks. Time is also the reason I'm also talking about the quick and easy dark grey body / black roof. If you were doing it all to be a show car or to a level where it could stand a closer inspection than 10 feet, I'd be saying yes to a two-tone metallic green or the same combo I mentioned first, but metallic charcoal....but you're on a budget and time is short, so dark grey semi-gloss and a black roof (maybe in gloss) is my pick.
At the end of the day, making the Monte safe and running well are your key needs, so leave bodywork until last, stick the LS and 6-speed in, chuck some decent brakes and shocks at it and let's go! Also - one small tip - get yourself one of them new generic GM wiring harnesses from eBay or similar. That way you can just strip out and chuck all that old crap away. Best thing with old wiring is not to touch it, but if someone has been in there before you, pull it all out and start fresh. It avoids many hours of headaches - ask me how I know!
All the best from here in New Zealand.

I would leave it the way it is and fix that quarter panel. As far as the rims I would go with those black star rims that are on the back with the chrome centers...if you gotta paint it go with a grey or satin black JMO

That's a very nice 1970 Monte Carlo and I'm from the Midwest you're correct that is in very good shape it's not rough. But as far as that rear passenger side rear panel that car is very nice, enough to replace that possibly cut it off put a new one on, or just repair that the best you can to make it look nice, it's worth it very good solid looking car great find can't wait to see what you do with it...
