In retrospect, it feels weird that they outright banned Sand _Rush_ in its entirety rather than just Excadrill. I mean, yeah, Sandslash might end up being a diet Excadrill, but it's not going to be overwhelming with the same strategy -- why punish it for what an entirely unrelated Pokemon's done? It's like the Dark Void nerf with Smeargle.
Originally Excadrill was the banned mon, but they figured out the double speed in weather abilities were the issue. Because Kingdra had a similar case to Excadrill, it was complex banned with rain setters but people ran it in sand teams to counter rain teams
@@Eddie_Enfer i love how rain and sand ran the opposite weather's mon and then sun was in the corner with arena trap dugtrio on its way to ruin a game (all weathers besides hail got abilities banned which is funni)

The reason Tail Glow can't be learned by Ampharos actually comes from a quirk made by a previous translation; In Japanese, i.e. Pokémon's original language, Tail Glow is called "Firefly Light". While the English translators just called it Tail Glow back in gen 3, they didn't forsee that they would be later getting 2 Pokémon without a glowing tail learning Tail Glow.
Pokemon gain access to old moves in later generations all the time. Manaphy and Xurkitree getting the move doesn't fit perfectly with the Japanese name of the move either, so it would be perfectly reasonable for Ampharos to get the move too

I think for Gen 3 OU it’s important to know that the other form of Baton Pass counterplay, phasing moves, was also countered by Soundproof. Roar was the move of choice for phasing in Gen 3 OU, and the only Whirlwind user in OU was Skarmory, at the expense of its ability to use Drill Peck due to Gen 3 breeding mechanics. Due to Whirlwind’s low distribution, Roar’s ineffectiveness against Soundproofc and Skarmory’s unfortunate trade with Whirlwind, Soundproof was deemed too restrictive on team building and uncompetitive, and for that reason (along with Perish Song), it was banned.

I have more respect for the Gen3 community than I do Smogon for how they handled Baton Pass, instead of taking the excessive ban-hammer to the move itself (which is ONLY a problem if you also have stuff that can be passed), they allowed the move to stick around with complex issues. Unlike Shed Tail, Evasion boosting moves, OHKO moves or Last Respects which don't have healthy play to them, Baton Pass on the other hand does. On a related note the full Baton Pass bans seen from gen4 on pisses me off so much, as mentioned above Baton Pass isn't problematic by itself, plus it had some counterplay to Pursuit, since unlike other switch moves, you bypassed Pursuit's "attack on switch" state, meaning that Celebi was able to get away from a Pursuit Tyranitar. By banning Baton Pass you remove Purusit counterplay (given that Arena Trap is banned as well). This became pointless when GameFreak decided that Pursuit needed to get the axe for some reason (maybe a certain Golden ghost type wouldn't be such an issue in gen 9 if you could Pursuit-Trap it), but for Gens4-7 this is a very real thing. As someone who had a lot of fun with VoltTurn teams, I treated Baton Pass as another pivot move (VoltTurnPass as I called it), I made one team with a BP pivoter (a Mega Lopunny, the last mon iirc as I was having trouble filling that slot) and it is still my favorite team that I've made.
Yeah I thought about going more in depth about why Baton Pass itself isn't banned, cuz like you mentioned, it does have applications that aren't problematic.
