Wait now,the upright steel should be tied to the horizontal steel,not placed after pouring,and the stem wall should have horizontal steel also, many more wrong things about doing it this way,especially is the wall is retaining.Which this one is.Just sayin'

Compactions in increments of 1 foot but most of the time when they back fill they will drop from high above

and what about those corner overlaps? I have never seen it pass inspection that way. 2 foot corner pieces if you end your rebar at the corner.
