You can test the pin=4 with the multimeter, the red wire to pin-16 and the black wire to pin-4 , and the multimeter on 20 volt
There can you read the battery=12.45 volt, the same as the first test=1:50

If you don't read 12 volt the first test, then you must test the fuses

Can high pin6 and between Can low pin14 should be measure cca. 60 Ohm, your measure is jumping between 70 and 324, its very bad! 🧐
