Via the wiki, the Serpents hand are the closest thing to a "good" faction in the SCP dimension. MTF and the agency are only researching so they are like a neutral faction while the Chaos are the closest to evil due to them only wanting to use the scps for military means.
I love the serpents-hand before I found it I thought the foundation were the good guys, now....not so much, their by far my favorite group in the scp lore.
