Modern games often use forward correction, redundant packet delivery or out of order multiplexing to reduce the impact of packet loss. This is where the excuse of "dropping input" coming from. With only 17ms of input lag, you can't react to any of that, cuz if you try, your move gets dropped and you're already hit.

Two reasons he lost... First, it's a common tactic for some characters in fighting games to wear revealing outfits to distract the opponent. And Cammy's outfit does a fine job at that ❤️. Then again, Chun Li and Juri do well at that too lol, but I'm not complaining here like Pig Baby 🐷 🍼.
Second reason is that's because he's married. Phil has no time to look at some beautiful British agent's rear unless he wants to get yelled at by Kat.
