  • The fatal shooting of Michael Brown in the summer of 2014 sparked a series of protests in Ferguson, Missouri which quickly spread across the country. The strength of the law enforcement response in Ferguson to these protests set off a fierce debate about the increasing militarization of the American police force. Thomas Morton goes to Ferguson at the height of the protests to get an in-depth look at the situation on the ground. He then goes to Urban Shield in Oakland, California and talks to expert Radley Balko to learn how US SWAT teams and police are being trained and how they are getting military grade equipment to police their local communities. Senator Rand Paul discusses the efforts being made in Washington to address this issue, and its underlying causes.
    Then, Suroosh Alvi goes to El Salvador to see the conditions that are motivating a mass migration to the US border. Over the last two years, there has been an influx of thousands of Central Americans immigrating to the United States, many of whom are fleeing rampant gang violence in El Salvador, Honduras and Guatemala. VICE travels from El Salvador through Mexico to see the perilous journey on top of a network of trains called "The Beast" that many of these immigrants must take in order to get to the United States.

    Just one point - if you are going to discuss something, please use the correct terminology. There police do not have "tanks" - tanks have one reason for existing - combat. What you see time and again are armored personnel carriers - they were designed to carry people while offering them certain levels of protection from gunfire. To most this a very subtle difference, but its a real one that, when used incorrectly, only ramps up the emotion involved in a very real and very necessary conversation.

      wrong inbred, according to DOT code, tank classification is defined by weight and role or intention of the vehicle's use exceeds 15k pounds or greater. Intent of use for combat does not designate it as a tank. Its anytime when you put protective equipment on it and it exceeds the weight of 15k pounds. Because it requires a different class for driver's licensing that you cant use with a Class C license. Look it up dipshit before I make you look stupid.

      +Arlenis B they are legal weapons. They havent shot anyone or killed anyone. There were no threats that i seen. In fact, when they leader met with the cops, it was civil. Nobody was threatened. There is a big difference. Its pretty amazing when you follow the rules and the law. Which is what the people in Oregon are doing. People in Ferguson were not following the law. They were breaking it and even shooting at cops in some cases. Burning down buildings, looting businesses. If you cant see the differences, thats pretty sad.

Also, the leader of this "militia" group is not only suspected of tax evasion, but also received a 500k federal loan because he couldn't get a private one. Yet he's anti government?
      You are defining an entire civil rights movement by the actions of a few thugs. So I'm going to define this entire "militia" movement by its tax evading leader and the few buffoons stupid enough to threaten law enforcement on camera.

    Training scenarios are actually very high quality and extremely graphic. It might seem insane but cops not used to seeing such horrific things as dead babies do react negatively in a real situation. An officer in Paris that witnessed the body parts everywhere was reportedly vomiting uncontrollably. He's human, it happens but you dont want that happening when there are still armed men running amok.

      I know what you WANT to think of Ferguson but the city wasn't the rowdy part of town although it WAS known for speed traps and harassment.
      If it was bad it would be a rowdy area police or not . That wasn't the case in Ferguson. I know you see a bunch of black folks and automatically think the worst but 😐

    What this video misses is the fact that most police slots are being reseved for Iraq War vets, even to the point of waiving age criteria. The Iraq War was mostly a policing event, meaning that the 'training' these would-be cops are getting started with the marshall law of Falujia in 2005.

      +ASF2151 Maybe some of them were SWAT, but not all. Body armor, riot gear, and AR-15's are standard-issue now. That equipment is in every police cruiser.

      +Marcel Bonaparté Or just restrict the use of these weapons to SWAT deployments in actual SWAT scenarios? Hostage rescue, terrorism, high-risk arrests and the like.
      Nowadays 70ish percent of SWAT deployments are for search warrants, mostly related to non-violent drug offenses. 30 percent of SWAT deployments don't result in any arrests, meaning they were unwarranted. Just somehow prevent police from abusing their power. Like a law that they have to pay a fine if they use certain equipment but don't find any firearms or bombs and have every SWAT officer wearing a body cam to avoid them planting guns to justify using their badass shit.

      +ASF2151 I'm talking about raids for search warrants if you kick in the door at 3am, point guns at family members who arent even suspected of having anything to do with the alleged crimes of the guy youre looking for,kill some small dog, trash a home and cause hundreds of dollars in property damage and then all you find is 2 joints. Then that's clearly a fuck up and the cops should somehow pay for it and the victim should be very generously compensated. And that money should be taken out of their 1033 funds or somewhere else where the police department feels it. Otherwise their not gonna relearn about how to use an approriate amount of force.
      Btw what cop who got shot are you talking about? was that during the ferguson riots? i didnt know about that.

      Nice that we agree on the overuse of SWAT. But I think that is just one of the symptoms of the American police's exaggeragted focus on guns, violence and "cracking down". As Radley Balko mentioned in the video, cops in the US spend 10 to 15 times as many hours at the range, as they do in conflict resolution training. So when they get into a stressful situation, they use the tool they're most familiar with. Which in their case is lethal force. In Europe they spend much more time with communication and conflict resolution, so our cops over here are much more likely to talk someone down instead of just shooting them.
      Now before you start using the same reasoning as everybody else when I bring this up, I'm not suggesting that cops should try to negotiate with a terrorist wearing a suicide vest and holding an AK or anything like that. But when the cops outnumber the suspects 3 to 1 and the suspect is unarmed or only armed with a melee weapon, they should first try to get them to give up or use non-lethal force as default. Instead of just shooting anyone who might pose a threat. The community will also respond less aggressively to cops in return.
      "When a shooting happens, regardless of what firearm was reported, cops who responds do not come with only their pistols, they come with rifles and shotguns." Of course that is the right approach ONCE A SHOOTING ACTUALLY HAPPENED. It couldn't just happen at a protest. A shooting could theoretically happen at absolutely anytime. Just because someone might conceiveably pull out a gun everytime they give someone a ticket, that doesn't justify cops pointing 5 assault rifles at anyone in any traffic stop either! So why does it justify it at a protest?
      At those protests there are always dozens of cops around and they all had access to a nearby vehicle within seconds. So why couldn't they just keep 95 percent of their assault rifles in the cars? Their 15+ round pistol mags could buy them the 5 seconds needed to reach a trunk full of assault rifles. But instead they decided to present themselves like an occupying army. They're main task in such a situation is to win hearts and minds and to protect the public. Officer safety shouldn't be their main concern, since they voluntarily chose to do a somewhat risky job.

      Well the cops had clearly lost the hearts and minds before the protest, which is exactly why the protest happened in the first place! It's as the video said: people protest against heavy handed police tactics and cops use these very heavy handed tactics in response, which leads to a never ending cycle of violence.
      If the whole theme of the protest is "you guys are too trigger happy". Is it really a smart solution for 5 cops, dressed like soldiers, to point assault rifles directly at a lone unarmed man with his hands up? (which was one of the most famous images of the protest). Which btw was in clear violation of firearm safety rule number 2 "Never point a gun at anything you don't intend to shoot". Anyone should know this rule and the other 3 by heart before they pick up a gun for the very first time in their life. So either the cops absolutely suck major balls at gun safety or they intended to shoot dozens, if not hundreds, of unarmed, non-violent protesters. And I'm not even sure which of the two explanations is more terrifying.
      "And 5 second is a lot of time, don't undermine that." In the context of those protests, no officer was ever alone. If anyone pulled out a gun, at least a dozen cops would be able to open fire with their sidearms within under 2 seconds. If you really want to go through the hypothetical scenario (mind you nothing like this happened in Ferguson or Baltimore or anywhere else) half a dozen cops could provide suppressive fire with their pistols, while the other half dozen get the rifles out of the car and take over suppression while the first group gets their rifes. Not that suppressive fire would be a very smart choice in the middle of a crowd, independently of whether rifles or pistols are used (actually even worse with rifles due to overpenetration).
      There weren't any cop killings or warzone-like guerilla tactics that caused the police to bring out all this ridiculous equipment. Apparently an officer was actually shot during the course of the protests, but that happened well after they rolled out with camo and APCs/MRAPs, assault rifles, snipers and all the other miltary gear and tactics.

    There needs to be Police reform that becomes universal for all Police Departments across the country. That way we can systematically weed out those who do not comply or convict them. St. Louis has 2 separate police unions..That needs to be cleaned up as well.

    Don't remove the weapon from police but remove the militaristic behaviour from police and also give half day for tactical training and half day for peace training

    There is a very real need for police to have these skills and capabilities, however America has been slowly creeping towards a militarised state. From the outset the training seems to be consistently focused on resolution through force and intimidation. Those living in Europe should consider themselves fortunate to live in a free society.

      +Dan Sinfield At the start of each new season, they release the previous season on TH-cam. They did this for season 1 & 2. On HBO it's one of the highest viewed shows and has won many awards.

    As for the new Format "vice on HBO" awesome! as for the first part of this video, not so much... The training that you showed was for SWAT teams, and those guys make mistakes too (as shown in the video...busting into the wrong houses etc) but thats what they generally train for on these big events, they are not negotiators (but they still receive some psychological training and practice deescalation) so when they go in S**t already hit the fan and they have to go in hot. As for the "Tanks" those are MRAPs and defensive in nature...if the crowd throws Molotovs towards the police they should be able to throw some Molotovs back...or at least protect themselves as good as they can. Which brings me to their gear, as long as they don't patrol the streets like this every day and only use it in high risk situations (as shown in the video) i'm totally fine with them looking like they are in downtown Baghdad. But in general i agree with you in that the police resort to forceful solutions more than it would be necessary. But in a way you guys brought that on yourselves...a country that has such an amount of easily available guns on the streets should also be able to foresee the changes this brings in policing (i'd be a mess every time i approach a car for a routine check)

    I kinda understand the need for weapons in policing, when more extreme involving drug traffickers, gangs etc. and I get that the police need protection in certain riot situations, but do you really need assault rifle and mine-proof Hum-vees for a fucking black lives matter, or NoDAPL protest?
