This is really a great topic. The problem is that wild urbanisation creates many difficulties in the construction of cemeteries as spaces are limited. In italy we are solving this problem with cremation which has increasingly becoming more popular among people for years now. This could be the solution, I think, but it depends on many factors. Halakhah forbids it, and many people are traditional around death and burial even if they are not very religious or observant in other areas of life. The tradition around being buried in the Land of Israel is especially strong. So I don't think cremation would ever replace burial there.
