The reason the two png scouts were the same is because (at least im assuming since i never made a character) Sandbert is the default moveset, and some people are lazy so they just reskin sandbert
I currently do not have that issue but I would recommend deleting all of your mods and installing them one by one to determine which mod is causing the problem.
