But to be honest the german Guidelines are often a bit over the top

It hurts to see that not a single person is wearing hearing protection, yet this is a very noisy environment. Still, such protective items is available for even the lowest budget. So why not use it? Wonder if there is social oppression against showing such signs of "weakness". Can anybody comment on that?
Who knows. A lot of times workers have to be semi forced into adopting new personal protection equipment or adhere to new regulations regarding safety. This is because ppe is usually uncomfortable and irritating when you aren't used to it. Most of all the employers of these people have failed them by not providing hearing protection from day 1. Once you've lost a certain amount of hearing, you may likely find the sounds to not be that bothersome anymore, and fail to see the need for wearing ear protection anymore. If they were given ear pro from day 1, things would be different. Appart from heat and discomfort ppe makes things like fine motor skills (holding and manipulating objects) harder in the case of gloves. Ear pro makes communication much harder. These drawbacks lead to an initial hesitation among a workforce to adopt safety measures. Factory owners also dislike the idea of production being slowed by safer operating procedures, machines having to be fixed and upgraded for safety, and buying safety equipment for their workers.
