I wouldn't say never. A good mix of both can be better on certain tracks, especially when slip stream plays a large factor. On tracks like tokyo, and a few others. Throwing ecu on 2 and short shifting isn't a bad idea, so long as you're in the slip stream. But I definitely would never recommend going above 2. And always stay on 1 through technical sections.
I find it weird they use the word "lean". Lean means less fuel, more air. This actually makes more power and increases risk of engine damage. Realistically you would decrease air and fuel which wouldn't be lean, just less power... the world lean should be replaced with efficient.

It just increases the rate they are consumed at. So if you have enough fuel for 4 laps normally then it will run out in 1 lap at 4x. Same goes for tyres, the degrade at ?X the normal rate.

You actually have me thinking there... I know you do not need to be a specific level, if you are driving a racing car then its always there. But I cant remember if its on all cars or not. It should not be available on cars without an ECU, but it might be anyway, like ABS, TCS. Also not sure which button activates it as I have it mapped to my wheel, I don't think I have every actually used it with a controller. It also can be hidden if you turn off certain HUD elements.
Any race with fuel consumption automatically gives you the fuel map in your HUD. This is regardless of your car, unless of course it's an electric car. But you'll never see those cars in a fuel saver race anyhow.

Also depends on the car? Some cars power band is in the lower revs so short shifting is a must

It works for the fuel mission in GT7 also, you can get gold via short shifting and not touching the ECU
