Because Microsoft unfortunately fell prey to the same mindset that nearly took Sony out of the PS3 generation. Project Itoh was the person Kojima planned on being the one to inheret the director's seat of the Metal Gear series going forward. Kojima had been wanting to leave the series behind him since the release of MGS2 but kept getting roped back into it. Kojima found in Itoh the perfect successor to handle the series with the care it deserved going forward, and his death crushed him. So he decided to finish off the series alone rather than leaving it unfinished. One can only wonder what the series would look like today if Kojima had been able to hand it over to Itoh the way they both wanted to happen.
