Maybe because he didn't know why it was done at first. Yes, it is considered okay to do underage magic if it's really necessary. The book revealed it was Dolores Umbridge who sent those after Harry Potter, as an attempt to get him expelled for underage magic. And technically the first time he was given a warning about improper use of magic was when Dobby made that dessert smash onto the floor. And the 6th book reveals that underage magic or magic used in the muggle world can be detected, but not immediate info who the perpetrator is. Voldemort was underage when he killed his father's side of the family with Avada Kedavra, but then he made Morfin Gaunt think he was the one who killed them. They couldn't immediately tell who the perp was before this, so Morfin was sentenced to life in Azkaban.
But Umbridge knew Fudge was an idiot and used that to her own advantage. Fudge never gave her permission to use the black quill, but she did it out of her power. Also Fudge never intentionally imprisoned Muggle borns in Azkaban. Umbridge was the villain while Fudge was her pawn.

Joke or not, it's not as stupid as you try to portray it. Despite Fudge's stupidity. Dumbledore was way more than a mere principal/headmaster. Dumbledore was kind of a big deal. He held titles of Supreme Mugwump of International Confederation of Wizards (wizarding equivalent of president of UN) and Chief Warlock of Wizengamot (chief of wizarding Britain's High Court). He was headmaster of one of the world's most prestigious wizarding schools (and the ONLY British school for wizards) and (as this video states), he pretty much had free reign to do whatever he pleased as headmaster. All of these gave him massive influence. He was also globally known as a legendary fighter who defeated Grindelwald (magical Hitler) in a duel and thus ended the global war in magical world. During the first wizarding war in Britain, he was a founder and leader of a powerful secret organisation "The Order of The Phoenix" which gave Voldemort hell. Dumbledore was the only person whom Voldemort truly feared. On top of all of it, he was a genius manipulator, a true Machiavellian. We can only be grateful that he was good person deep down and thus often stopped himself from becoming too cruel (too often, the end justified the means to him, "for the greater good"). And we readers know that the main reasons why Dumbledore refused position of Minister is because he was truly afraid of becoming corrupt with power. He was well aware of his own capabilities and influence he had on people. After all, it was revealed that he was the one behind who inspired Grindelwald and coined "For the greater good" slogan under which a lot of innocent people died. TL;DR Dumbledore is kind of a big deal
Please, I intended this as a joke. I know very well what Dumbledore is capable of, and that only an idiot wouldn't recognize him as a major player in Wizarding politics. If I was the Minister of Magic, and I thought he was plotting against me, I'd be pretty damn scared too.
In Harry Potter and the Prisoner of Azkaban Fudge deliberately said that he suspected Sirius to want to bring Voldemort back to power and he also told the Prime Minister this wich only proves that Fudge was ready to believe in what Dumbledore said as long as it didn’t actually happen.
You know what really pisses me off about Fudge? He has the ability to definitively prove whether Harry is being honest or not and chooses to ignore those options. Veritaserum or Legilimency (both to be certain) would have proven Harry’s words to be true. He could have determined the truth the same night Diggory was murdered and alerted the entire wizard world to the fact Voldemort was back while he was still unprepared and comparatively “vulnerable”. Even if he wasn’t the person to lead in that sort of crisis (and acknowledging that and stepping aside for someone more suited is also heroic in its own way) he could have set events into motion that would have put Voldemort on the back foot and would have saved lives. He is directly responsible for numerous avoidable deaths because he was too incompetent, lazy and spineless to do basic checks that would have cost him nothing for no more reason than he didn’t like the idea of Voldemort possibly being back.
Correction for the 1st time in 14 Years Voldemort wasn't vulnerable. Even a preemptive strike wouldn't have stopped him because of the 6 Surviving Horcruxes. Fudge acknowledging things could have led to him executing Bellatrix & the death eaters who escaped with her in Azkaban, although that was the only thing that Fudge could have done to make the war go easier.

Voldemort can't regain his body and full power by himself. Without the help of Quirrel and Wormtail, he would have probably spent the rest of his life wandering in that Albanian forest.

Most death eaters were either in Azkaban or just gave up on their master, so keeping Wormtail out of the picture could have prevented second prophecy from becoming a reality(one about Voldermort returning with help of his loyal servant).
Seeing back stories of characters that don’t take front stage makes you realize how well thought out, and absolutely brilliant this series is. Harry Potter will ALWAYS be my favorite.

That is actually the most realistic part about this. Many secret societies, and organisations were created in the most unlikeliest places that toppled governments. The Bolsheviks and The Revive Chinia Society come to mind. One was made by one random chinese guy in Hawaii and the other was a minor split of a much larger group
To be fair, didn't Voldemort do that too? Most of the original Death Eaters were basically just school friends he accumulated over time. Dumbledore doing the same thing is only stupid if you think it was only meant to happen over one year, but he could have just been getting started in Fudge's eyes. If we assume that every year he starts recruiting 5th years into his cause, and they secretly train for the rest of their Hogwarts education, then he'd only need 3 years for his first recruits and then get a dozen or two new members for every year after. It'd work pretty well if you gave it time.

It's sad to think about how Sirius had been in prison so long and when he finally gets out, the death eaters whispering in Fudges ear convince him that Sirius is the one breaking out death eaters from Azkaban... He was never really free, all the way to his death.

The actor playing Fudge is brilliant. He is underrated. As I always believed when you start to hate a movie character, that's when you know that they're doing their job well.
I loved Robert Hardy as an actor. I’ve loved him since his days as Siegfried Farnon in the original All Creatures Great And Small series. He was one of only a handful of actors to have played both Winston Churchill and Franklin Roosevelt. He brought real depth to the character of Fudge and has often had me wondering “Is he just inept? Or is he truly bent and good at concealing it?” RIP Robert Hardy.
There was also his role as the insufferably smug and utterly slimy Charles Augustus Milverton in the Jeremy Brett Sherlock Holmes series. Robert Hardy knew how to put on the whole "faux affably evil" act for any character he played to perfection.

You know, there's an interesting tie in about an earlier dark lord before Voldemort. It's mentioned in the first book that it was 1945 when Dumbledore defeated Grindelwald. Well that's the same year World War II ended. So both the muggle world and magical world were having their own intertwined world wars. While the Allies clashed with Axis, the Wizarding World clashed with Grindelwald's regime.
Dumbledore: He who must not be named is Back! The Wizarding World is in danger. Fudge: no he is not 1 year later Fudge: He's back Harry: that is what we've been telling you all year!
Two questions this has always raised for me: 1 - Did the Daily Prophet suffer credibility problems after this? They may be about the only game in town, but they bought what Fudge was pushing very willingly; and 2 - How exactly did Umbridge survive? Not only Harry and his bunch, but the parents of many students must have been calling for her ouster.
Loss of credibility like that is how one goes from “The only game in town” to someone saying “Fine. I’ll do it myself.” and then you’re just “One of the only games in town.”

I'm pretty sure there are other newspapers, just not perceived as "credible" because they don't tow the Ministry's line. Much like newspapers continue to do till today. Umbridge was probably secretly shuffled back into the Ministry. I think Umbridge fell in with Voldemort's lot (how surprising), and afterwards was on trial for her myriad of crimes. Which only got worse after she left Hogwarts, so bad that she was sent to Azkaban for life. If you want to know what she did, in a nutshell she decided persecuting muggles was the way to go and went in with her full sadistic force.
He is possibly the most underrated villain of the whole series. We all hate Umbridge who is far more evil (and even joined the Dark Lords side in Deathly Hallows) but Cornelius Fudge was the brains behind the whole scandal and indirectly helped Voldemort gain power from the ministry.

I think Lockhart was legitimately intelligent, but he was more interested in manipulating to get to the top fast than he was in honing his actual skills.

Did Fudge, ever even once, do the right thing because it was the right thing to do? even when he was asking Dumbledore for advice, it was only to make himself look better and wiser. I know the reason Dumbledore gave for turning down the Minister's job, but I'm pretty sure that it was really that he needed to devote his entire attention to bringing Voldemort down and making sure that Harry would be up to the task.

@moon calf Actually, he did, indirectly when Bellatrix and fellow Death Eaters tortured his parents to find out where he was. Though he didn't know the entirety of the prophecy he may have intimated the two children who were born "as the seventh month dies" to Bellatrix. That last bit is only speculation but the point still stands. Neville was protected by his ability to love too. And it was Neville's efforts at the end that ultimately took part in Voldemort's defeat and downfall. It could've gone either way, he could've chosen one or the other but for whatever reason he interpreted the prophecy to mean Harry.
Anyone think that Dumbledore should have invited the lot of them back to his office so that Harry's memories of the last task and Sirius could be viewed in the pensive? Would have saved a lot of trouble. And give Fudge a reality check. Along with inviting Amelia Bones to view them as well. She's known to be pretty unbiased and truthful.
Except we already know memories can be doctored or altered quite significantly from the Half-Blood Prince. While the signs of tampering should be obvious, you can bet Fudge wouldn't notice or care. He would still say the memories are fabricated or false. Anyone paying attention should have realised something was wrong upon Voldemort's return, but Fudge refused to see it. The only reason he accepted it, in the end, was that he could no longer deny it after the majority of Ministry personnel saw Voldemort with their own eyes.

Correction, Fudge did not yell at the Aurors to seize Dumbledore in the Ministry. The book said that he looks towards the Aurors that he had brought with him and it could not have been clearer that he had half a mind to cry "Seize him!" He had the command in mind, but Dumbledore declared himself ready to fight and win again before he could give the command.
Fun thought. The reason (in Prisoner of Azkaban) that Fudge summoned the dementors and gave them the permission to "kiss" Barty Crouch jr., was because he was involved with getting Jr. out of Azkaban and didn't want Jr. Interrogated.

The book revealed it was Dolores Umbridge who sent those after Harry Potter, as an attempt to get him expelled for underage magic. And technically the first time he was given a warning about improper use of magic was when Dobby made that dessert smash onto the floor. And the 6th book reveals that underage magic or magic used in the muggle world can be detected, but not immediate info who the perpetrator is. Voldemort was underage when he killed his father's side of the family with Avada Kedavra, but then he made Morfin Gaunt think he was the one who killed them. They couldn't immediately tell who the perp was before this, so Morfin was sentenced to life in Azkaban.

Dumbledore was kind of a big deal. He held titles of Supreme Mugwump of International Confederation of Wizards
(wizarding equivalent of president of UN) and Chief Warlock of Wizengamot (chief of wizarding Britain's High Court). He was headmaster of one of the world's most prestigious wizarding schools (and the ONLY British school for wizards) and (as this video states), he pretty much had free reign to do whatever he pleased as headmaster. All of these gave him massive influence.
He was also globally known as a legendary fighter who defeated Grindelwald (magical Hitler) in a duel and thus ended the global war in magical world. During the first wizarding war in Britain, he was a founder and leader of a powerful secret organisation "The Order of The Phoenix" which gave Voldemort hell. Dumbledore was the only person whom Voldemort truly feared.
On top of all of it, he was a genius manipulator, a true Machiavellian. We can only be grateful that he was good person deep down and thus often stopped himself from becoming too cruel (too often, the end justified the means to him, "for the greater good"). And we readers know that the main reasons why Dumbledore refused position of Minister is because he was truly afraid of becoming corrupt with power. He was well aware of his own capabilities and influence he had on people. After all, it was revealed that he was the one behind who inspired Grindelwald and coined "For the greater good" slogan under which a lot of innocent people died.

Honestly I'm surprised none of them kissed him but then again he is basically a death eater (almost)
You know what really pisses me off about Fudge? He has the ability to definitively prove whether Harry is being honest or not and chooses to ignore those options. Veritaserum or Legilimency (both to be certain) would have proven Harry’s words to be true. He could have determined the truth the same night Diggory was murdered and alerted the entire wizard world to the fact Voldemort was back while he was still unprepared and comparatively “vulnerable”.
Even if he wasn’t the person to lead in that sort of crisis (and acknowledging that and stepping aside for someone more suited is also heroic in its own way) he could have set events into motion that would have put Voldemort on the back foot and would have saved lives. He is directly responsible for numerous avoidable deaths because he was too incompetent, lazy and spineless to do basic checks that would have cost him nothing for no more reason than he didn’t like the idea of Voldemort possibly being back.
Correction for the 1st time in 14 Years Voldemort wasn't vulnerable. Even a preemptive strike wouldn't have stopped him because of the 6 Surviving Horcruxes. Fudge acknowledging things could have led to him executing Bellatrix & the death eaters who escaped with her in Azkaban, although that was the only thing that Fudge could have done to make the war go easier.

Voldemort can't regain his body and full power by himself. Without the help of Quirrel and Wormtail, he would have probably spent the rest of his life wandering in that Albanian forest.

To be fair, didn't Voldemort do that too? Most of the original Death Eaters were basically just school friends he accumulated over time. Dumbledore doing the same thing is only stupid if you think it was only meant to happen over one year, but he could have just been getting started in Fudge's eyes. If we assume that every year he starts recruiting 5th years into his cause, and they secretly train for the rest of their Hogwarts education, then he'd only need 3 years for his first recruits and then get a dozen or two new members for every year after. It'd work pretty well if you gave it time.

It's sad to think about how Sirius had been in prison so long and when he finally gets out, the death eaters whispering in Fudges ear convince him that Sirius is the one breaking out death eaters from Azkaban... He was never really free, all the way to his death.

I loved Robert Hardy as an actor. I’ve loved him since his days as Siegfried Farnon in the original All Creatures Great And Small series. He was one of only a handful of actors to have played both Winston Churchill and Franklin Roosevelt. He brought real depth to the character of Fudge and has often had me wondering “Is he just inept? Or is he truly bent and good at concealing it?” RIP Robert Hardy.
There was also his role as the insufferably smug and utterly slimy Charles Augustus Milverton in the Jeremy Brett Sherlock Holmes series. Robert Hardy knew how to put on the whole "faux affably evil" act for any character he played to perfection.

Two questions this has always raised for me: 1 - Did the Daily Prophet suffer credibility problems after this? They may be about the only game in town, but they bought what Fudge was pushing very willingly; and 2 - How exactly did Umbridge survive? Not only Harry and his bunch, but the parents of many students must have been calling for her ouster.
Loss of credibility like that is how one goes from “The only game in town” to someone saying “Fine. I’ll do it myself.” and then you’re just “One of the only games in town.”
why lose credibility... people like molly weasley know that rita skeeter likes to write lies to embellish her stories. she still believed her stories about harry crying during the tournament and harry, hermione and krum being in a love triangle
I'm pretty sure there are other newspapers, just not perceived as "credible" because they don't tow the Ministry's line. Much like newspapers continue to do till today.
Umbridge was probably secretly shuffled back into the Ministry. I think Umbridge fell in with Voldemort's lot (how surprising), and afterwards was on trial for her myriad of crimes. Which only got worse after she left Hogwarts, so bad that she was sent to Azkaban for life.
If you want to know what she did, in a nutshell she decided persecuting muggles was the way to go and went in with her full sadistic force.

He is possibly the most underrated villain of the whole series. We all hate Umbridge who is far more evil (and even joined the Dark Lords side in Deathly Hallows) but Cornelius Fudge was the brains behind the whole scandal and indirectly helped Voldemort gain power from the ministry.

I kinda feel bad for Fudge. He wasn't 'evil' in anyway. He was just incompotent. What makes really bad for him though he wasn't an Umbridge type either, he wasnt an incompotent he schemed and foght to get a position he didn't deserve. He only got the job because the two guys actually qualified didnt want it, and it fell into Fudge's lap. He was almost set up to fail from the get go, basically by Ddore by Ddore NOT taking the position. Also, Ddore was in fact creating a secret army powerful enough to take on the Ministry.

even when he was asking Dumbledore for advice, it was only to make himself look better and wiser.
I know the reason Dumbledore gave for turning down the Minister's job, but I'm pretty sure that it was really that he needed to devote his entire attention to bringing Voldemort down and making sure that Harry would be up to the task.

Fudge ignored the harsh reality that Voldemort constantly experimented on himself to achieve immortality and forgot about powerful magic capable of altering the very fabric of reality

@moon calf Actually, he did, indirectly when Bellatrix and fellow Death Eaters tortured his parents to find out where he was. Though he didn't know the entirety of the prophecy he may have intimated the two children who were born "as the seventh month dies" to Bellatrix. That last bit is only speculation but the point still stands. Neville was protected by his ability to love too. And it was Neville's efforts at the end that ultimately took part in Voldemort's defeat and downfall. It could've gone either way, he could've chosen one or the other but for whatever reason he interpreted the prophecy to mean Harry.

Anyone think that Dumbledore should have invited the lot of them back to his office so that Harry's memories of the last task and Sirius could be viewed in the pensive? Would have saved a lot of trouble. And give Fudge a reality check. Along with inviting Amelia Bones to view them as well. She's known to be pretty unbiased and truthful.
Dumbledore did try to get fudge to bring to his office but fudge refused.
Except we already know memories can be doctored or altered quite significantly from the Half-Blood Prince. While the signs of tampering should be obvious, you can bet Fudge wouldn't notice or care. He would still say the memories are fabricated or false. Anyone paying attention should have realised something was wrong upon Voldemort's return, but Fudge refused to see it. The only reason he accepted it, in the end, was that he could no longer deny it after the majority of Ministry personnel saw Voldemort with their own eyes.

Correction, Fudge did not yell at the Aurors to seize Dumbledore in the Ministry. The book said that he looks towards the Aurors that he had brought with him and it could not have been clearer that he had half a mind to cry "Seize him!" He had the command in mind, but Dumbledore declared himself ready to fight and win again before he could give the command.

Fun thought. The reason (in Prisoner of Azkaban) that Fudge summoned the dementors and gave them the permission to "kiss" Barty Crouch jr., was because he was involved with getting Jr. out of Azkaban and didn't want Jr. Interrogated.
How was he involved with getting junior out of prison? I thought it was Barty crouch's dad who was involved in checking that Barty crouch and his mother exchanged their positions in the prison and Barty jr got out freely so that other prisoners who had noticed this couldn't do much?

Sounds far fetched, of course. But seeing what Fudge had done / failed to do, makes this theory mildly believable.
I think he knew Barty Sr got his son out somehow. With Sr dead, who would speak out against it?
