It's one of those things that comes with experience. If you wanted to learn it yourself I reccomend trying to read cards against humanity in character with a straight face. I've done impressions and stuff since I was a kid and it's been great for me.

In short, they were not to change any important details, such as characters' or ghosts' names (as they are specific historical references and thus very important), the method in which the ghosts are sealed (for instance, chanting a spell -- however, the actual words of the spell itself could be made up and frequently were), and the overall, core meaning or plot of the episode. Within that context, they were allowed to riff as much of the general dialogue as they wanted, and it led to the creation of this beloved dub that is sometimes seen as the inspiration for "Abridged" series like the ones by Team Four Star.
