The Lead Architect Dr. Bimal Patel makes a presentation on the proposed transformation of the Central Vista followed by a Q&A.
The Central Vista in New Delhi was designed in the early twentieth century by Edwin Lutyens and Herbert Baker to be a magnificent icon of imperial governance in India. Post-independence, the Central Vista was appropriated as seat of the Indian Government and its buildings were adapted and repurposed. Over the next seventy years many buildings have been built to house the increasing spatial needs of government offices and institutions. However, lacking an overarching vision, these buildings seem ad hoc with unstructured layouts on underutilized plots. The Central Vista landscape and the heritage buildings, although majestic, lack modern facilities and sufficient space and are unable to serve their present function effectively. The government has resolved to comprehensively address this situation.
The plan for comprehensively improving and augmenting the Central Vista aims to strengthen governance infrastructure by building new facilities for India’s Parliament, an efficient and sustainable Central Secretariat to house all the Ministries of the Government of India, well-equipped executive offices, and adequate residences for the Vice President and the Prime Minister. Cultural institutions on the Central Vista will be strengthened by the creation of new facilities for the Indira Gandhi National Centre for Arts, and a National Museum in the North and South Blocks that showcases the rich and vast cultural history of India. Public spaces will be expanded, refurbished, and provided with adequate amenities and infrastructure to make them more comfortable for use. The grade-I heritage buildings, namely the Parliament House, North and South Blocks, and the National Archives of India will be restored as per Heritage Conservation Standards. The Central Vista Redevelopment project will create new facilities for governance and cultural institutions, render the public spaces easier to use and maintain, restore, and strengthen the Vista’s heritage, and project India’s commitment to progress.

Thank you Mr Modi and Mr Bimal Patel for this amazing transformation of central Vista, central secretariat and parliament. The people who are saying there should have been more public consultation, I don't understand what exactly you mean by that. There are thousands of architects and urban planners in this country and whatever you do you can never make everybody happy. So I feel that if we were to wait for everyone to come on the same page, this project would have never been built. And unfortunately this seems to be the motive of some people.

Also, this project has a lot of subjective/emotional aspects which engg. project have very little of.

@@itsover9008 and how is that a bad thing? It was really slow in India, making it so fast and efficient actually helps to build these places, complete constructions and develop infrastructure in stable way. If someone is going to spend 3-4 years in building only design then it can't be completed in under 1 government supervision, which will cause more problems when the second set of government arrives.
Also frankly more than 1 year is lot of time for designing, how can you expect development if you think that 1 year isn't enough for designing? The parliament building could've been designed by less than 40 people in a year, let alone hundreds (even thousands) of people and designers working together on the design.

"Is Modi your client or the people of India ?"
Well Modi is chosen by the people of India with the highest ever majority till yet breaking even his own record .
If you ask different people for project inspiration all will have different ideas , the majority has chosen a man thus almost like a point of convergence of all the ideas of all the people .
Finally , the man pointed out the uniqueness in the Reichstag building , Westminster etc . The uniqueness here is that India is the largest democracy than all those countries , and our elected leader has won by the greatest margins of all time of any other democracy that's our uniqueness , so it is the will of the people at the end .

Better attractions for the people along with a at least a little commercial activities just to make it more lively maybe open cafes and restaurants because a lot of space seems like underutilised. Had Sreedharan asked people of Delhi how to built delhi metro, he would had been still making drawings on paper and delhi wouldn't have world class metro. These people are pessimists and nothing else. That one person who asked him who is his client, Modi, Puri or people of India. Penal provisions and immediate reprimands and enhancement of speakers powers should be the new order of the day. Otherwise all this is a big waste of money.
