No he's not. Silver Surfer was knocked off his board by Thor, and got dominated by Thanos without the gauntlet. He's powerful, but not even close to Darkseid or Thanos.
Galactus himself wasn't immune to the gaunlet, along with more powerful entities like Eternity and Infinity and some others I think.

It's clear that he wasn't fully convinced that he was ready to reap the consequences of IG Thanos and Darkseid. What can Lex possibly benefit from that? Up until then he was acting out of pure rage the whole time. This was probably the first time he actually thought deeply about it without Goblin and the other villains urging him on. Unless a legacy continues where minor villains work for Thanos and Darkseid and Green Goblin and Luthor become officers and they get frustrated because they were promised power and so a civil war between villains occur and the heroes see this as an opportunity to take advantage of the situation to take out the greater of two evils.

Ok this sounds weird and funny, but this has some similarities with Avengers Infinity war (I'm fine with it, just saying). HOW? The one I write in bracket is the scenes in Infinity war.
1) The heroes are defending the portal (just like the avengers defending vision and the stone from thanos)
2) The heroes are somewhat outnumbered (just like avengers and outriders in Wakanda)
3) Tony Stark/Iron Man and Bruce Wayne/ Batman loses to Lex Luthor and he activates the portal(just like Thanos vs Avengers and yeah, he snaps his finger)
4) Batman says Iron man "he did it" (sounds familiar, Nebula says that same words when thanos snaps the finger)
5) Hulk gets scared on seeing Thanos ( come on, we know why)

If this fight is happening in the main marvel universe then they would be REALLY fucked because a infinity gauntlet can only work in its native universe. If this is happening in a universe thats not native to the gauntlet then it won't work and the heroes won't be as fucked.
