To be fair, imagine if the only country's military that had a picatinny rail or a collapsing stock was Canada and every other country was using the stock M16A2/M16A3 furniture until 2021. People people would say the M16 is not modular as well. The fact is, outside of Poland with its Beryl, the AK's modularity in militaries was stuck in the 70s and 80s with optics mount while everyone else was using weaver and Picatinny rails. The AK74m for example has the same exact modularity as the AK 74 made decades earlier even while the M16A4, M4A1 and several Western rifles had Picatinny rails and collapsing stocks for years. If a regular, conscripted Russian soldier wanted to use an optic in 2009, he'd have to a similar optic mount used decades earlier. No one said you can't get aftermarket parts to make an AKM or AK-74m modular, but those aren't the standard platform. The standard M16s variants NATO militaries like the US, New Zealand, The Netherlands, Canada, Denmark use are modular right off the production line. Until 2021, unless you were Spetsnaz in the Russian military and received the permission to swap entire parts of the rifle for civilian(many of which were made or influenced by products made by American companies) made modern rails and stocks, you had a stock AK-74m that was largely no different than the non-modernized(the "modernization" process was mainly replacing expensive wooden parts with cheaper glass and plastic and streamlining production) version and that's largely what the modern AK is for most militaries that have an AK based platform. Up until recently, most/many Russian soldiers didn't even use optics, there is a reason why people say the AK is less modular. If standard versions of the AK platform in military still need optic mounts because they haven't moved towards rails yet, that is absolutely less modular than the current stock versions of the M16. Even the AK 12 has some modularity issues given the fact that its has less attachment points/rails that a modern M16 variant as well as the handguard being made out of plastic making it less likely to hold zero.

As a recommendation, I got my first AK from PSA. Doesn’t break the bank and you you get a solid rifle. Some people shit on PSA but my experience is nothing but solid stuff.
