If Artoria enters Avalon, she does not reach The Throne. She never technically dies, she simply transcends to Avalon instead, so there's nothing left to go to The Throne. And Shirou can't go to The Throne, since he's from the modern era. The only way EMIYA ended up a Heroic Spirit was a contract with Alaya, a contract which, presumably, Fate Route Shirou never formed.

I don't believe in those outerversal paradigms. The arguments are often done with presupposing views that aren't objective to what is shown within the story itself. Often they are just faulty assumptions which believe in a logic that's lacking solid grounds of a story's verse and end up asserting fictional characteristics to outerversal too many times in their recaps. Often the methodology and assumptions used is flawed. I prefer the way Atari_hmb scales in universe dimensionality and so called concept manipulation as he covers things like Tenchi Muyo and Umineko with a proper understanding and framework in mind without going too high in scaling these verses. He doesn't insert outerversal, high outerversal, or boundless tiers to characters like those without researching and compiling objective scaling evidence.
There are plenty of beings could just walk in the throne and take a seat like various Natural Spirits. They have the authority to do that. They also had authority to walk out too. Their existence are not anchored on the Throne. For human heroes through, unless their existence wad anchored in other realm outside of time and space like Atoria with Avalon, they would fade away. So if they could find something to anchor their existence after leaving the throne, they could survive.
