Edit; Figured it out! Press the pencil tool, click once and let go where you want to start the line, go to where the end of the line you'd like to be and hold shift and click once and release. A solid 1 pixel line will appear. SOLID 1 pixel line 😁 I'm using Photoshop 21.0.2 and it drives me mad that I can't draw a solid, 1 solid color, and I mean solid color at 1 pixel. It ends up being a box with multiple shades of the color I want and because it's a box, it ends up too thick of a line, not a true 1 pixel line. Seems like the easiest thing you could do but I haven't found a work around. Messing with settings and combinations of those settings do not work. It's pretty frustrating. Guess I'm still on the hunt.

I think it would be much better that Adobe had a year where they just focussed on fixing their apps instead of adding more (broken) features.

Good catch. This is an excellent solution too. I am glad you worked it out. That said, it shouldn't be that difficult!
This issue doesn't happen in Photoshop 22.2. Every update is getting worse indeed.
