at the end you can add on top another adjustment layer and select solid color. apply color you want and change blending mode to one that fit you the best. Adjust the opacity and voila, colored pencil sketch

Thanks for the video!
You could have avoided the shortcut keys and named the window that has to be called up. This would help the viewer to understand whats being done. The shortcuts will be shown as one hovers over the text.
Anyway I suppose you would look at the graphical representation as you move the sliders.
I couldn't appreciate the posterisation effect which makes the hair look overstated.
All other moves seemed appropriate
