I do have the manipulation skill. I try to send the vendors off into the distance, however, they run extremely fast back and I can rarely get more than a few items before they see me and I get caught.
I am in the 150 right now at NG+6, heading to NG+7. Going to get to 10 and then start over with a completely new character. The game was buggy when I started and now with the improvements and game fixes I will try from scratch.

You can get rid of watchful storekeepers and guards, at least temporarily, using the Manipulation skill - time depends on the level of your skill.

I normally find 2 pieces of chameleon gear to make it easier

I use this same approach at MAST for NG + beginnings. My first NG+ was at level 147 after playing over 600 hours. What level are you in this video?
Also, in hometown at the pit stop, go upstairs and steal contraband and other items to sell to TA.
