Surging engine, usually a fuel supply problem. Main jet can be a tad gummed up. No good putting wires through. Need to get a pin drill same size as jet hole & ream the crud out.
If it is starting and running at a low speed and surging away the tab that the spring hooks onto to control the rpm and governor may be in the wrong position. I just had that the other day and had to bend it 180 degrees to put it in the correct position for proper spring tension runs mint now. Additionally it may be a cracked intake tube and if you are having problems not getting at least 3/8 inch of fuel popping out of the emulsion tube then it is a bad seal on the gasket.try a small amount of RTV gasket maker on a bamboo skewer along the outer edge of the hockey stick shape works everytime for me mate.

You could spray some carb cleaner around the carb and all the joints where gaskets are. If the engine surges, that means a vacuum leak. Another thing is the intake manifold could have a crack in it. Those manifolds are plastic I think, so there could be a hairline crack that is hard to see. Another thing I have had issues with is the governor set up. Since it's surging, it could be the governor needs to be tweaked a bit. Other than that, I'm not too sure what I can say!! Good luck buddy. I hope you can get this one sorted out!! Never give up, it's just a machine after all, and we can outsmart machines. At least as of today we can anways!! LOL Take 'er easy!!

Check your float level. Take carb off and turn it upside down, make sure the float is parallel to carb body. Also check the intake tube isn't cracked this is quite common.
LMD done the double up of the gasket, but still no go, Mick suggested changing it to a manual choke witchis a good idea, but I am just looking on amazon about a new airbox 👍
You are getting some great suggestions in the comments. It does sounds like you have a vacumn leak somewhere in the primer circuit. It may be worth doing a compression test to see if have any issues with head or valves. Give an update of additional things you have tried and I am sure you will get closer to a solution

If you have an old Briggs convert it to a manual choke.. just change the carb.. the control panel and air box.. I have done this with good success..

Yes, the primer bulb was taken out and cleaned inside and checked, and it's had new fuel lines 👍

Hello Tinkering Taylor. Was it diesel fuel that was put in it? If it was, your gonna need to put a new head gasket on it. Don't ask me how I know lol
na it was a 2 stroke mix and it was a old mix at that
