Definitely open in a new tab. I'm easily distracted and like to click on links and check them out and have had issues with getting back to the original website I was reading/visiting. Opening in a new link gives me the option to close the window and go back to what I first reading. It also gives me the option to go back to the original webpage and keep reading then look at the links I've clicked for new information.
I strongly prefer opening into a new tab but I know my preferences aren't enough to justify a policy, so I appreciate Angela's caveats. I'm mostly worried about how this feature would affect a website's accessibility.
I strongly dislike having every link open a new tab, particularly within a site -- and I actively avoid sites that do this. I agree with other comments about a cluttered desktop, slowing down load time, and above all, ACCESSIBILITY concerns! The only time I prefer to have a new tab open is when it's directing to a completely different website (for example, library website to a community partner's website).

We are in the process of a website redevelopment, and I raised this question with the web developer early on. We currently have our site set up this way, but the developer is recommending links on the new site should direct away from our site. Not only is it an accessibility issue, but with more and more users accessing websites through mobile devices, having additional "tabs" open on a mobile browser can cause everything on the phone or tablet to slow way down. I, personally, agree with not directing away from our site, but I am also the kind of person who starts her day by opening 10 tabs on my browser, so . . . 🤣🤣🤣

This is one of my pet peeves too, Angela! I always set the target for any link to be a new tab when I'm creating content.
