That’s a good question. I usually check the manual. Some differ. The old Honda’s back in the day said to leave the threads out when checking it. But I don’t recall on that one.
You forgot to mention there is another o ring that fits between the oil filter and the engine and there is also a gauze filter that needs cleaning on the opposite side of the motor.

There should be an oil change light but when you first get a bike I always recommend changing it so you have a starting point.
