Sorry, but those play rules seem really random and unsatisfying. The sea? A rather angular overly-large area where nothing much happens game-wise. I started to tune out when the multiple spaces around the edge were not used by players to move around/race each other. I have no specialised knowledge, just ordinary game experience. Also, I have my doubts as to whether its a game. It could be a procedural/ritual practise board or a conundrum challenge puzzle (for visitors?). Or a fortune telling device. Very hard to know.
I bet this was a temple floor plan model. Bet some kid played with it as a dollhouse.
Some people think the Phaistos Disc might be a game too.
