Basically, when tons of sprites get into the screen at once, the game lags. This TAS uses this to its advantage my messing up the game’s memory with the lag. This can lead to levels drastically changing and flinging mega man around like a maniac. It makes everything faster in the end.
Stuff in Ice Man, Bomb Man, or Guts Man's stages can glitch out the entire game, as shown here. You can pause/unpause at certain places and a random effect will happen, most likely a crash or beating the level early
