But a foreigner cannot own land in Tanzania. These are just investors who rent land but not fully owners

That's incorrect my inlaws who are Tanzanians, and myself, plus many Tanzanians I know in the diaspora are investing heavily in various projects in Tanzania.
Let alone tourism govt should promote to make Tanzania an attractive retirement place for people from west with all beaches and natural wild life !!

Nothing like that will happen. First A foreigner can't even own land in Tanzania unless he is the investor that adds value to economy of Tanzania.
