Also, if would it better to pressure wash it, then seal?

I'm going to guess they used a self leveling sealant and then poured gravel over it. The same product you would use to seal the gap between your garage cement pour and the driveway pour. That is what it looks like to me.

Drive looks to have slight slope, self leveling sealant says no slope
